Mayor Rinn called a Regular Meeting of the City Council to order at 7:00 PM, in the Council Chambers, 100 Gregory Lane, Pleasant Hill, CA, complete proceedings of which were electronically recorded. The meeting agenda was posted on the City Hall outdoor bulletin board at 100 Gregory Lane, Pleasant Hill, CA on May 2, 2024, by City Clerk Lyone Conner.

Mayor Rinn noted that there was no closed session this evening, and there is nothing to report.
5. PRESENTATIONS
5.1 Acknowledgment of Joshua Gebhardt as Honorary Mayor for a Day Mayor Rinn introduced Joshua Gebhardt as the Honorary Mayor for a Day. Honorary Mayor Gebhardt assisted Mayor Rinn at the City Council Meeting.
5.2 Proclamation Designating the Month of May as Mental Health Awareness Month Mayor Rinn and Mayor for a Day Gebhardt presented a proclamation to Carson Sprott, Chair of the Diversity Commission, declaring the month of May 2024 as Mental Health Awareness Month.
5.3 Measure K Oversight Committee Annual Report for Fiscal Year 2022/23 Ann James, Interim Public Works Director, introduced Paul Maxwell, Chair of the Measure K Oversight Committee, who delivered a presentation summarizing the findings by the Committee on the usage of Measure K funds for Fiscal Year 2022/23
6. CITY MANAGER COMMENTS
Ethan Bindernagel, City Manager, reported that:

Registration is open for the City of Pleasant Hill Local Government Academy, which will run for five sessions on Thursdays, from 6:00 PM – 8:00 PM, beginning May 30, 2024 and concluding June 27, 2024.
The Sunset by the Lake Summer Concert Series has a new website:
pleasanthillsummerconcerts.com, which lists the food truck schedule for the program. The Civic Action Commission is hosting the 20th Annual Community Service Day on September 21, 2024. Service project ideas may be submitted on the website:
pleasanthillca.org/csd.
7. COUNCIL ANNOUNCEMENTS AND REPORTS
7.1 Reports from Councilmembers on Meetings or Conferences Attended at City Expense
Mayor Rinn reported Vice Mayor Noack’s, Councilmember Shess’, and his own attendance at the Contra Costa County Mayors’ Conference.
7.2 Announcements from Councilmembers
Councilmember Vinson reported his attendance in Washington D.C.
Councilmember Shess reported his attendance at the Mayor’s Conference in Pinole and the Pleasant Hill Hawks Golf Tournament. He also expressed gratitude to Mayor Rinn for the nomination of his appointment to the East Bay Economic Development Alliance, of which the meetings have not yet begun.
Mayor Rinn acknowledged Councilmember Shess for his attendance at the Strandwood Elementary School Auction.
Councilmember Flaherty reported his attendance at the Pleasant Hill Community Foundation Board meeting.
Mayor Rinn reported his attendance at the Pleasant Hill Instructional Garden Spring Fest and the Sol Luna Cinco de Mayo Celebration.

Ryan Cook, Sr. Civil Engineer, delivered a presentation on the Oak Park Properties Project Subdivision Improvements.

Mayor Rinn adjourned the meeting at 7:33 p.m. The next Regular City Council meeting will be held on Monday, May 20, 2024, beginning at 7:00 p.m.
