IMPROVEMENT PROJECT (VIKING DRIVE TO HARRIET DRIVE)
PROJECT NO. 02-23

SYNOPSIS
The item will consider authorizing the City Manager to execute a Professional Services Agreement with Park Engineering, Inc. to perform construction management, inspection, and material testing services for the Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive), Project No. 02-23.

DISCUSSION
Background
The Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive) No. 02-23 (Project) is an approved project in the Fiscal Year 2022-2027 Capital Improvement Plan (FY 22- 27 CIP). It will construct "complete streets" enhancements along Contra Costa Boulevard (CCB) between Viking Drive and Harriet Drive. Key project elements include modifications to the traffic signals and intersection geometry at CCB and Taylor Boulevard, a new traffic signal at CCB and Alan Drive, ADA upgrades, traffic striping modifications, bicycle lanes, median reconfiguration, LED street lighting, and drought-tolerant landscaping. On April 15, 2024, the City Council awarded the construction contract to Redgwick Construction Company via Resolution No. 25-24.

Overall, construction has been divided into multiple stages to minimize disruptions to nearby residents and businesses, with work occurring primarily during limited daytime hours to reduce traffic impacts. Public outreach will be crucial throughout construction, given the project’s proximity to residential neighborhoods, the Police Station, the YMCA, and the Community Center, as well as the generally high volume of traffic, pedestrians, and buses. A construction management firm is needed to coordinate with City staff, the contractor, utility agencies, residents, businesses, etc., throughout the various stages of work to ensure that all stakeholders are informed about the ongoing work. In addition, they are needed to oversee the contractor's day-to-day construction operations, ensuring work is completed safely, correctly, and in a timely manner.

The construction management firm will provide three services to assist the City in managing the Contra Costa Boulevard Improvement Project: a Resident Engineer (RE), a Construction Inspector, and Material Testing. The RE will be a part-time position primarily focused on providing coordination, documentation, and reporting, and ensuring construction work stays on schedule. The Construction Inspector will mainly oversee the contractor’s adherence to the plans and specifications, contractor and public safety, daily reporting, and coordination with the RE and City engineering staff. Material testing services are provided for specialty inspections that require equipment or testing beyond what a general construction inspector can perform. Some examples of this work are compaction testing of trench backfill and new pavement and verifying material samples meet the project specifications.

Analysis
On Tuesday, March 5, 2024, staff publicly issued a Request for Qualifications (RFQ) and sent it directly to six qualified construction management firms. Statements of Qualifications (SOQ) from interested consultant firms were due on March 26, 2024. In response, the City received only one SOQ from Park Engineering, Inc., for the City’s consideration, by the due date.

Park Engineering Inc.’s statement of qualifications was reviewed and ranked based on the following evaluation criteria: overall proposal completeness, staff experience/qualifications, project understanding, ability to manage the project, and qualification for the material testing services.

The quality of Park Engineering, Inc.’s staff for Resident Engineer (RE) and Construction Inspector (Inspector) positions meet the City’s needs for the project. The proposed RE is a registered professional civil engineer with over 26 years of experience in project and construction management, design, and contract oversight in the transportation engineering field throughout the Bay Area. The proposed Inspector has over 23 years of experience providing construction inspection on public works projects.

Park Engineering, Inc., has previously completed several similar construction management projects for the City, including the Golf Club Road Bridge Replacement Project. In addition, they have provided inspection and materials testing services for the 2019 and 2022 Street Resurfacing Projects and the Pleasant Hill Road Improvement Project (Gregory to Taylor).

Staff reviewed Park Engineering, Inc.’s proposed hourly rates and determined they are complete and acceptable, considering the roles requested for the construction management, inspection, and material testing required for the project.

Overall, staff believes Park Engineering, Inc. has the expertise and professional competency to deliver a successful project within the project schedule and budget.

FISCAL IMPACT
Park Engineering, Inc.’s fee schedule and rates align with current industry averages for the requested work and positions. The proposed agreement identifies a cost not to exceed $400,000.00. The statement of qualifications is complete and acceptable, considering the complexity and construction schedule associated with the project. The services are fully funded by an approved budget for the project. No General Fund money is requested to fund the construction management, inspection, nor material testing services of the project.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department.

The agenda and staff report are posted on the City’s web page.
