A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH RRM DESIGN GROUP FOR PLANNING AND BUILDING RELATED
SERVICES FOR THE PERMIT READY ACCESSORY DWELLING UNIT PROGRAM WHEREAS, the City of Pleasant Hill is required to establish a Permit Ready Accessory Dwelling Unit Program no later than January 1, 2025 to comply with provisions of Assembly Bill 1332; and
WHEREAS, the Permit Ready Accessory Dwelling Unit Program will consist of approximately three unique ADU floor plans for use by City of Pleasant Hill homeowners to streamline the production of ADU’s within the City; and WHEREAS, the project will be funded with American Rescue Plan Act (ARPA) funds; and
WHEREAS, on March 26, 2024, the City of Pleasant Hill City Council Budget Committee recommended the allocation of $75,000 of ARPA funds to pay for the preparation of at least three plan options for pre-approved ADU plans; and WHEREAS, on April 1, 2024, the City issued a Request for Proposals (“RFP”) seeking qualified firms for the creation of construction-level permit drawings for approximately three unique detached accessory dwelling unit floor plans (studio, 1-bedroom, and 2-bedroom options), all measuring 800 square feet or less in area, and featuring different architectural style options, to be made available for use by citizens seeking to construct an ADU on their property; and WHEREAS, the City of Pleasant Hill desires to utilize the professional services of RRM Design Group for planning and building related consulting services for the Permit Ready Accessory Dwelling Unit Program; and
WHEREAS, RRM Design Group has submitted a proposal to the City of Pleasant Hill which is complete and acceptable.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Pleasant Hill authorizes the City Manager to execute the Professional Services Agreement attached as Exhibit 1 for planning and building consulting services with RRM Design Group for the Permit Ready Accessory Dwelling Unit Program in an amount not to exceed $94,950, which includes a 10 percent Professional Design Services contingency in the amount of $8,400 (Exhibit 2) and reimbursed by American Rescue Plan Act funds.
