CITY COUNCIL STAFF REPORT
Meeting Date: June 03, 2024
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT ORDINANCE NO. ___ REPEALING AND REPLACING SECTION 2.20 (CITY TREASURER) OF THE PLEASANT HILL

MUNICIPAL CODE TO REFLECT THE CHANGE FROM AN ELECTED

POSITION TO AN APPOINTED POSITION AS APPROVED BY

PLEASANT HILL VOTERS AT THE GENERAL MUNICIPAL
ELECTION OF NOVEMBER 8, 2022 AND DELEGATING THE

AUTHORITY TO APPOINT THE CITY TREASURER TO THE CITY

MANAGER

SYNOPSIS
Pleasant Hill voters approved Measure M at the November 8, 2022 General Municipal Election, making the City Treasurer a position appointed by the City Council rather than an elected position. The Council now desires to delegate the authority to appoint the City Treasurer to the City Manager. Pleasant Hill Municipal Code Chapter 2.20 (City Treasurer) needs to be updated and an ordinance was introduced at the May 20, 2024 City Council meeting that reflects these changes. The ordinance is now presented for a second reading and adoption by the City Council.

DISCUSSION
Background
The City Council voted to place Measure M, “Shall the office of City Treasurer be appointive,” on the ballot for the November 8, 2022 General Municipal Election. The City Council adopted Resolution No. 108-22 declaring the official results of the election at which a majority of Pleasant Hill voters approved the measure, making the office of City Treasurer an appointed rather than an elected position, effective upon the expiration of the term in 2024.

Analysis
The proposed ordinance would amend Chapter 2.20 (City Treasurer) to state that the office of City Treasurer is appointed by the City Manager and remove the section regarding compensation for an elected city treasurer.

FISCAL IMPACT
None.
