RESOLUTION NO. - 24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
UPDATING THE MASTER FEE SCHEDULE
WHEREAS, the City reviews the Master Fee Schedule annually to consider updates to user fees and/or service charges, including cost of living adjustments (COLA) to certain existing fees; and
WHEREAS, the City engaged Willdan Financial Services (Willdan) to compile data about the City’s processes, study the City’s Master Fee Schedule, and provide recommendations for updating the user fees; and
WHEREAS, Willdan prepared a User Fee Study that provides analysis of the City’s user fees and recommended updates based on cost recovery of staff time and factors such as COLA; and
WHEREAS, City staff has proposed incorporating Willdan’s recommended schedule of fees in the Fiscal Year 2024/2025 Master Fee Schedule while preserving the ability to increase user fees in the future by the COLA or other factors recommended in the User Fee Study; and WHEREAS, the Master Fee Schedule is included for context, but only the changes are being adopted by the Council; and
WHEREAS, the City is required to provide public notice of the intent to modify user fees and/or service charges; and
WHEREAS, notice of the time and place of the meeting at which modifications would be considered was published in the East Bay Times, a newspaper of general circulation, on May 21, 2024 and May 28, 2024, in accordance with Government Code Section 6062a; and WHEREAS, this project is exempt from environmental review pursuant to Section 15273 of the Guidelines for the Implementation of the California Environmental Quality Act, pursuant to California Code of Regulations, Title 14, Chapter 3; and WHEREAS, on June 17, 2024, the City Council held a public meeting in compliance with Government Code Sections 66016(a) and 66018 where all interested parties were able to provide testimony.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pleasant Hill approves the adoption of the proposed changes to the City of Pleasant Hill Master Fee Schedule attached as Exhibit 1 to this resolution; and
BE IT FURTHER RESOLVED THAT the changes to the Master Fee Schedule shall become effective on September 1, 2024, at least 60 days after its adoption, pursuant to Government Code section 66017.
