RESOLUTION NO. -24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL APPROVING THE FISCAL YEARS 2024/2029 CAPITAL IMPROVEMENT PLAN AND EXPENDITURES FOR FISCAL YEAR 2024/2025 AND FISCAL YEAR 2025/2026 WHEREAS, the Public Works Department has submitted the Fiscal Years (FY) 2024/2029 Capital Improvement Plan (CIP) describing the infrastructure needs and priorities within the City of Pleasant Hill; and
WHEREAS, in accordance with Section 15378(b)(4) of the Guidelines for the Implementation of the California Environmental Quality Act (CEQA) of 1970, as amended, the lead agency has determined that the proposed activity is not a “project” as the lead agency has determined with certainty that the proposed CIP is a government funding document that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment, thus exempt; and
WHEREAS, the Planning Commission reviewed the FY 24/29 CIP and adopted Resolution No. 10-24 on May 28, 2024, finding the FY 24/29 CIP consistent with the General Plan.
WHEREAS, the Budget Committee meeting reviewed the Draft FY 2024/2029 Capital Improvement Plan and Expenditures for FY 2024/2025 and FY 2025/2026 at its meeting of June 5, 2024, and recommended that staff present this document to the City Council with its recommendation to adopt.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill as follows:
1. The FY 2024/2029 Capital Improvement Plan, which is on file in the Public Works Department, is incorporated herein by reference, and hereby adopted.
2. The City Manager is authorized to act on behalf of the City and to make expenditures and incur liabilities against all funds as identified in the FY 24/29 CIP for FY 24/25 and FY 25/26.
