Mayor Rinn called a Regular Meeting of the City Council to order at 7:00 PM, in the Council Chambers, 100 Gregory Lane, Pleasant Hill, CA, complete proceedings of which were electronically recorded. The meeting agenda was posted on the City Hall outdoor bulletin board at 100 Gregory Lane, Pleasant Hill, CA on June 27, 2024, by City Clerk Lyone Conner.

Mayor Rinn reported that there was a closed session, and there was nothing to report.
5. PRESENTATIONS
5.1 Introduction of Planning Commissioners Diana Vavrek, Judy Webber, and Chadwick Wyler
Councilmember Vinson introduced Commissioner Diana Vavrek for her reappointment to the Planning Commission. Councilmember Flaherty introduced new Commissioner Judy Webber and reappointed Commissioner Chadwick Wyler to the Planning Commission.
5.2 Proclamation Designating July 2024 as Disability Pride Month Mayor Rinn recognized the 34th anniversary of the Americans with Disabilities Act and presented a proclamation to Diversity Commission Chair Carson Sprott, declaring the month of July as Disability Pride Month.
5.3 Presentation of Certificates of Completion to Pleasant Hill Local Government Academy Participants
Mayor Rinn introduced the following 18 participants of the Pleasant Hill Local Government Academy who were awarded certificates for their program completion:

6. CITY MANAGER COMMENTS
Ethan Bindernagel, City Manager, reported that:
The Sunset by the Lake Summer Concert Series sponsored by the Civic Action Commission continues Sunday, July 7, 2024 at 6:00 p.m. with a performance by “The Big Jangle.” The full line-up of performances and food truck schedule is available at pleasanthillsummerconcerts.com. There will also be a Kids Fun Zone. Saturday, September 21, 2024 is Community Service Day. Service project recommendations may be submitted on the City’s website: pleasanthillca.org/csd. The 4th of July Commission has scheduled a full day of events including the Firecracker 5k run, the Downtown Parade, the Party in the Park, and Fireworks at College Park High School.

7.2 Announcements from Councilmembers
All members of the Council reported their attendance at the June 19, 2024 Juneteenth Celebration and the June 23, 2024 Summer Concert.
Councilmember Vinson reported his attendance at the June 13, 2024 Local Government Academy class and the final session on June 27, 2024.

Vice Mayor Noack reported her attendance at the Diversity Commission’s Juneteenth Celebration, at the County Clerk Election Information Session, at the Cal Cities Bocce Tournament, and the Choice in Aging Poker Tournament.
Vice Mayor Noack also announced that the Metropolitan Transportation Commission approved a $20 billion affordable housing measure, for which more information will be available soon.
Councilmember Shess reported his attendance at the June 20, 2024 Pleasant Hill Local Government Academy session, at the Cal Cities Bocce Tournament, and at the ad hoc meeting for the City Hall Pond and Fountain renovation.
Councilmember Flaherty reported his attendance at the Cal Cities Bocce Tournament and at the June 13, 2024 Pleasant Hill Local Government Academy.
Mayor Rinn reported his attendance at the June 27, 2024 Local Government Academy and the Choice in Aging Poker Tournament.
