Mayor Rinn called a Regular Meeting of the City Council to order at 7:00 PM, in the Council Chambers, 100 Gregory Lane, Pleasant Hill, CA, complete proceedings of which were electronically recorded. The meeting agenda was posted on the City Hall outdoor bulletin board at 100 Gregory Lane, Pleasant Hill, CA on July 11, 2024, by City Clerk Lyone Conner.

Mayor Rinn reported that there was a closed session, and there was nothing to report.
5. PRESENTATIONS
5.1 Introduction of Architectural Review Commissioner Will Nelson, Commission on Aging Commissioner Lorna Van Ackeren, and Education Commissioners Puja Kumari and Tara Westfall
Councilmember Flaherty introduced new Commissioner Tara Westfall and reappointed Commissioner Puja Kumari to the Education Commission. He also introduced reappointed Commissioners Will Nelson to the Architectural Review Commission and Lorna Van Ackeren to the Commission on Aging.
5.2 Central Contra Costa Sanitary District Presentation: Nutrients in the Bay and How They Impact Ratepayers
Melody LaBella, Central Contra Costa Sanitary District Resource Recovery Program Manager, gave a presentation on the rate increase of Nutrient treatment to the Bay and responded to questions from Council.
5.3 Presentation of the California Association of Local Economic Development (CALED) Awards of Excellence Program – Award of Merit for the Website & Social Media Technical Assistance Grant Program
Stephen Baiter, Executive Director of the East Bay Economic Development Alliance, presented the City of Pleasant Hill with the California Association of Local Economic Development (CALED) Award.

5.4 Pleasant Hill Police Department Presentation: Pleasant Hill Public Safety Update Pleasant Hill Police Chief Scott Vermillion provided an update on the state of Public Safety in the City.
6. CITY MANAGER COMMENTS
Ethan Bindernagel, City Manager, reported that:
The Sunset by the Lake Summer Concert Series sponsored by the Civic Action Commission continues Sunday, July 21, 2024 at 6:00 p.m. with a performance by “Dirty Cello.” The full line-up of performances and food truck schedule is available at pleasanthillsummerconcerts.com. There will also be a Kids Fun Zone that was previously postponed.
Residents are invited to run for City Council in Districts 1, 2, and 5 from July 15, 2024 – August 9, 2024. Candidates may find their district using the City’s ‘My District Look-up Tool,’ and may make an appointment with the City Clerk to register. Pleasant Hill residents may be affected by the City of Concord’s Monument Boulevard Rehabilitation Pavement Project, which began on Monday, July 8, 2024.

7. COUNCIL ANNOUNCEMENTS AND REPORTS
7.1 Reports from Councilmembers on Meetings or Conferences Attended at City Expense
Mayor Rinn reported Vice Mayor Noack’s attendance of the July 11, 2024 Contra Costa Mayor’s Conference in Orinda, CA. Vice Mayor Noack reported that Councilmember Shess and City Manager Bindernagel also attended the conference.
7.2 Announcements from Councilmembers
All members of the Council reported their attendance at the Pleasant Hill 4th of July 2024 Celebration activities.
Vice Mayor Noack reported her attendance at the Central Contra Costa Sanitary District’s meeting on Nutrients in the Bay Area.
Councilmember Shess and Councilmember Flaherty reported their attendance at the July 7, 2024 Summer Concert.

10. ACTION CALENDAR
10.1 Adopt Resolution No. 45-24 Accepting Funds and Authorizing Expenditures from the California Supplement Law Enforcement Services Account (SLESA) Pleasant Hill Police Department Captain Matt Kristic delivered a presentation on the proposed expenditures of the 2024/2025 SLESA funds and responded to questions from Council.
