CITY COUNCIL STAFF REPORT
Meeting Date: August 05, 2024
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___ -24 AUTHORIZING THE CITY

MANAGER TO EXECUTE A THREE-YEAR AGREEMENT FOR

PROFESSIONAL SERVICES WITH PEREGRINE TECHNOLOGIES

FOR A DATA INTEGRATION PLATFORM UTILIZING

SUPPLEMENTAL LAW ENFORCEMENT SERVICES ACCOUNT
(SLESA) GRANT FUNDS

SYNOPSIS
The Pleasant Hill Police Department needs a data integration platform to better organize and analyze the vast amount of information that is generated from its records management system, body camera recordings, and automated license plate readers. In addition, the data integration platform would also be able to ingest and incorporate information provided by neighboring cities and other law enforcement agencies. This ability would improve the effectiveness and efficiency of staff in criminal investigations and response to public records requests. Staff is requesting the City Council to authorize the City Manager to execute a three-year agreement with Peregrine Technologies for their data integration platform utilizing available Supplemental Law Enforcement Services Account (SLESA) grant funds to cover the cost.

DISCUSSION
Background
The City of Pleasant Hill is committed to enhancing technology within the Police Department that enables staff to provide a higher quality level of service and increase public safety. With the recent changes in law enforcement and the evolving climate of police work, demands have increased the burden on staff to efficiently access multiple data sets and analyze that data in a short period of time. This is true of not only sworn personnel during criminal investigations, but also with professional staff fulfilling Public Records Act (PRA) and subpoena requests and general records management. The Pleasant Hill Police Department has recognized the essential need for the delivery of information in today’s police department. This has become increasingly challenging as rapid changes in technology, and staff relying on technology services, has impacted workflow and efficiency, which creates a necessity for a data integration platform.

The Police Department’s current records management system (RMS) does not integrate other data sources such as body-worn camera, and Automated License Plate Reader data. Staff currently must search multiple applications from multiple sources for accurate analysis of crime trends, identifying priorities, and PRA and subpoena responses.

Peregrine is an advanced analytic platform that provides a single point of access to view and analyze large-scale data from various data sources. The software performs several critical functionalities, including data integration, search and information retrieval, advanced analytics, data management, collaboration, access control, and security. The software was developed to enhance investigatory capabilities, streamline criminal analysis, and generate intelligence products for law enforcement. Peregrine creates a unique and extremely efficient method for turning large amounts of raw data into useful analysis products, quickly and with significant reduction in staffing time.

Peregrine was designed for complete system interoperability and supports existing record management systems, case management systems, evidence management systems, arrest records, warrant data, subpoenaed data, computer aided dispatch (CAD) data, suspicious activity reports, automated license plate reader (ALPR) data, and unstructured data such as document repositories, imagery, and video.

Peregrine uniquely allows network-wide collaboration that is supported by Peregrine’s security model, which allows analysts, investigators, and command staff to share data and analyze products and briefs that are finished or in progress, including the underlying data. Because of this security model, agencies that use Peregrine can seamlessly and securely share/exchange information.

Analysis
Acquisition pursuant to the specialized services and equipment exception and sole source justification are met because the goods and services required to satisfy the agency’s specific technology needs and product integration are only developed and available for purchase from Peregrine Technologies. Peregrine Technologies is the sole developer and vendor of the proprietary Peregrine software. The Pleasant Hill Police Department has not been able to find another vendor to reliably deliver a combination integration and service platform.

Law enforcement agencies in Contra Costa County currently utilizing Peregrine’s data integration platform include Walnut Creek PD, Concord PD, Pittsburg PD, Antioch PD, Hercules PD, San Pablo PD, Richmond PD, and the Contra Costa County District Attorney’s Office. The Contra Costa County Sheriff’s Office is also currently in the contract process with Peregrine Technologies. Alameda County law enforcement agencies utilizing Peregrine Technology’s data integration platform include: The Alameda County Sheriff’s Office, Fremont PD, Newark PD, Livermore PD, Hayward PD, and the Union City PD.

FISCAL IMPACT
There will be no impact on the general fund. Through Resolution No. 45-24, City Council authorized the use of SLESA grant funds in the amount of $57,000 for a data integration platform.

Staff was able to negotiate a three-year agreement to be paid annually with Peregrine in order to prevent cost increases for the next three years. The Police Department requests the use of additional available SLESA grant funds in the amount of $115,500 to cover the remaining cost of this three-year agreement. The Finance Division has confirmed the availability of these additional SLESA grant funds.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department.

The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Staff recommends that the City Council adopt the proposed resolution authorizing the City Manager to execute a three-year agreement with Peregrine Technologies for a data integration platform utilizing the available SLESA grant funds.

ALTERNATIVES TO RECOMMENDED ACTION
Council could choose not to authorize a three-year agreement with Peregrine Technologies and direct the Police Department to request authorization to enter a one-year agreement.
