CITY COUNCIL STAFF REPORT
Meeting Date: September 09, 2024
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___-24 AUTHORIZING THE CITY

MANAGER TO EXECUTE AN AGREEMENT WITH SABLE
COMPUTERS, INC. (DBA KIS) FOR THEIR SERVICES TO REPLACE THE CITY’S SERVERS.

SYNOPSIS
The servers used by the City, in accordance with industry best practices, now qualify for replacement. The City Council approved the purchases of new servers during the August 5, 2024 City Council Meeting. Replacing and configuring servers is a process that requires knowledge of the latest best practices and experience. Sable Computers, Inc. is a managed service provider that has an established relationship with the City and possesses extensive knowledge and experience both in this area generally, and of the City’s network, specifically. Thus, staff requests that the City Council authorize the City Manager to execute an agreement with Sable Computers, Inc. (dba KIS) for its services to replace the City’s servers.

DISCUSSION
Background
The physical servers at City Hall and at the Police Department qualify for replacement in accordance with industry best practices. The City’s physical servers house virtual servers that currently serve City Hall, the Police Department, the Public Service Center, and the Pleasant Hill Recreation and Park District.

KIS is currently a valued technical resource for the City, consistently providing the City with a high quality level of service. They are headquartered in Fremont, CA, and have earned a reputation in the industry for being knowledgeable, professional, and reliable. They support many of the municipalities in the Bay Area, including the cities of Pleasanton, Alameda, Martinez, and Newark.

Analysis
The proposed resolution would enable KIS to assist City staff in physically removing the existing servers, mounting, setting up, and configuring the new servers, and to migrate the virtual infrastructure from the old servers to the new servers.

KIS has an ongoing relationship with the City and has previously assisted staff with many projects from implementing our firewalls, managing our VMWare environment, and configuring our switches. They possess intimate knowledge of the City’s network and server infrastructure and are the best suited to assist the City with this project.

FISCAL IMPACT
The proposed agreement with KIS for their services is $34,000. Funding for this project is included in the Information Technology Budget for fiscal years 2024/2025 in the City Hall and Police Department Technology Funds. The Finance Division has confirmed that adequate funds are available to fund this request.

PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department.

The agenda and staff report are posted on the City’s web page.
