CITY COUNCIL STAFF REPORT
Meeting Date: September 09, 2024
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. __-24 AUTHORIZING THE CITY
MANAGER TO EXECUTE A SIDE LETTER OF AGREEMENT
BETWEEN THE CITY OF PLEASANT HILL AND THE PROFESSIONAL
AND CONFIDENTIAL EMPLOYEES ASSOCIATION (PACE)
UPDATING THE SALARY SCHEDULE FOR SELECT PACE
CLASSIFICATIONS
SYNOPSIS
Adoption of the proposed resolution would authorize the City Manager to execute a side letter of agreement between the City of Pleasant Hill and the Professional and Confidential Employees Association (PACE) amending the salary schedule for the following four classifications:
Administrative Analyst II, Assistant Engineer, Associate Engineer, and Associate Planner.
DISCUSSION
Background
The Parties are the signatories to a 2023-2026 Memorandum of Understanding setting forth terms and conditions of employment for certain City employees within PACE. The parties agreed to conduct a limited scope Salary Survey and then to meet-and-confer over the results of that Salary Survey. The survey was conducted by Koff & Associates and completed in May. The parties began meeting shortly thereafter and came to a tentative agreement on August 15, 2024.
Analysis
This Side Letter of Agreement is the result of the parties meeting and conferring over the Salary Survey. The parties were able to reach a tentative agreement with minimal meetings in July and August. The survey results indicated that the four identified classifications fell below the median of the City’s comparator agencies by an average of 5.5 percent. The proposed salary changes will bring City salaries for these four hard-to-recruit classifications into alignment with those of the City’s comparator agencies.
FISCAL IMPACT
The proposed resolution will not change the full-time employee (FTE) count. The impact to salary and benefits costs is approximately $29,350 and there is sufficient budget savings in FY2024-2025 due to vacancies to absorb this change.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department.
The agenda and staff report are posted on the City’s web page.
RECOMMENDED CITY COUNCIL ACTION
Staff recommends that the City Council adopt the proposed resolution, which authorizes the City Manager to execute and implement the side letter of agreement.
ALTERNATIVES TO RECOMMENDED ACTION
The City Council could decline to adopt the proposed resolution and direct staff to maintain the status quo without updating the salary schedules.
