CITY COUNCIL STAFF REPORT
Meeting Date: September 09, 2024
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: ADOPT RESOLUTION NO. ___ -24 DESIGNATING THE CHIEF
HUMAN RESOURCES OFFICER AS THE PRIMARY MUNICIPAL
POOLING AUTHORITY OF NORTHERN CALIFORNIA BOARD
MEMBER AND THE FINANCE MANAGER AS THE ALTERNATE
BOARD MEMBER
SYNOPSIS
The proposed resolution would update the title of the primary board member the City of Pleasant Hill appoints to the Municipal Pooling Authority (MPA) Board. The Chief Human Resources Officer would be designated as the primary Board member, replacing the Human Resources & Risk Manager. The Finance Manager would continue to be designated as the alternate.
DISCUSSION
Background
The City is a member of the Municipal Pooling Authority of Northern California (MPA), a risk retention pool Joint Powers Authority. The MPA is governed by a Board of Directors composed of one designee from each member agency. The MPA Joint Exercise of Powers Agreement, enacted April 1, 2005, requires the following:
Each Member’s governing body shall appoint to the Board either its Manager or Director, or the department head or staff person responsible for its risk management function. Each Board member shall have one vote. Each Member shall appoint one Alternate to the Board.
The Alternate shall have the same qualifications as the Board member. The Alternate may attend, participate in, and vote at any meeting of the Board at which the regular Board member is absent.
The City Council most recently revised the positions appointed as the primary and alternate Board members in February 2020 (Resolution No. 8-20) when the Human Resources Manager inherited responsibility for risk management from the Assistant City Manager position. The Human Resources & Risk Manager is now the Chief Human Resource Officer, and the MPA agreement requires an updated resolution reflective of this change.
Analysis
The Chief Human Resources Officer is now responsible for the risk management function at the City. Accordingly, staff recommends that the Chief Human Resources Officer be the primary Board member.
In addition to the risk management aspect of the MPA programs, there is also a financial component. The City’s Finance Manager was designated as the Board alternate in Resolution No. 8-20 and meets the qualifications required in the joint powers agreement referenced above.
Therefore, staff further recommends that the Finance Manager continue to be the alternate Board member.
FISCAL IMPACT
None.
PUBLIC CONTACT
Public contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
RECOMMENDED CITY COUNCIL ACTION
Staff recommends that Council approve the resolution designating the Chief Human Resources Officer as the primary MPA Board member and the Finance Manager as the alternate MPA Board member.
ALTERNATIVES TO RECOMMENDED ACTION
Council could direct staff to consider other staff for the MPA Board.
