A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH RSG, INC. FOR HOUSING-RELATED SERVICES FOR THE 6TH
CYCLE PLEASANT HILL HOUSING ELEMENT IMPLMENTATION PROGRAMS WHEREAS, the City of Pleasant Hill adopted its 6th Cycle Pleasant Hill Housing Element on May 18, 2023; and
WHEREAS, the State of California Department of Housing and Community Development certified the Pleasant Hill Housing Element on November 22, 2023; and WHEREAS, the Pleasant Hill Housing Element contains various implementation programs related to providing greater awareness, completing targeted outreach with the goal of increasing housing opportunities within the City and better provide for the City’s regional share of housing throughout the greater Bay Area; and
WHEREAS, the City provides an Annual Progress Report to the State of California that provides an update on progress made each year on the City’s certified Housing Element, including housing production and program completion; and WHEREAS, the proposed work is expected to be funded through the City of Pleasant Hill Planning Division Contract Services budget line item; and WHEREAS, the City requested a proposal from RSG, Inc. to complete various programs from the Pleasant Hill Housing Element, including creating housing-related handouts and promotional material, conducting outreach, and assisting with regional housing related coordination efforts; and
WHEREAS, the City of Pleasant Hill desires to utilize the professional services of RSG, Inc. for housing-related consulting services for compliance with City of Pleasant Hill Housing Element implementation programs; and
WHEREAS, RSG, Inc. has submitted a proposal to the City of Pleasant Hill, which is complete and acceptable.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill that the City Council authorizes the City Manager to execute the Professional Services Agreement attached as Exhibit 1 for housing consulting services with RSG, Inc. in the amount of $30,000 (Exhibit 2), with the allowance of a 10 percent contingency ($3,000) for a total not-toexceed authorization of $33,000.
