RESOLUTION NO. -24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE
RECREATION AND PARK DISTRICT TO PROVIDE A LOAN IN THE AMOUNT OF $240,000 TO PAY FOR AN EMERGENCY GENERATOR AT THE PUBLIC SERVICES
CENTER & COMMUNITY CENTER
WHEREAS, On June 17, 2024, the City Council approved the Fiscal Year (FY) 2024-2029 Capital Improvement Program (CIP), which included the City Hall/ Public Services Center (PSC) & Community Center Emergency Generator as a funded project; and WHEREAS, the City Hall/Public Services Center (PSC) & Community Center Emergency Generator Project provides for a shared generator to provide backup power to the PSC and the Community Center during power outages; and
WHEREAS, the City and/or the Recreation and Park District may need to activate the Emergency Response System during power outages caused by an earthquake or a major weather event; and the City Hall/PSC & Community Center Emergency Generators Project will provide backup electrical power system for both buildings and allow staff from both agencies to respond in a more efficient and safe manner to an emergency situation; and WHEREAS, the Recreation and Park District is requesting the City’s temporary financial assistance by providing a no-interest, short-term loan in the amount of $240,000 to pay for its fair share of the generator, that the District will repay over a term of three years; and WHEREAS, the City of Pleasant Hill recognizes the contributions of the Recreation and Park District, and values the collective commitment to achieving the vision of providing safety for all residents; and
WHEREAS, City staff has prepared a Loan Agreement (“Agreement”) that clarifies the terms under which full repayment of the loan must occur, including a provision that mandates repayment within three years from the date of completion of the Project.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill that,
SECTION 1. Recitals. The above recitals are incorporated herein by reference.
SECTION 2. Authorization for the City Manager to Execute the Agreement. The City Council hereby authorizes the City Manager to execute a Loan Agreement with the Recreation and Park District, attached as Exhibit A to this resolution, for a total amount not to exceed $240,000, and subject to the terms and conditions contained therein.
