A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
APPROVING THE APPROPRIATION OF AMERICAN RESCUE PLAN ACT FUNDS TO
FUND ADDITIONAL PROJECT SCOPE FOR THE POLICE DEPARTMENT
UNDERGROUND STORAGE TANK REPLACEMENT PROJECT AND AUTHORIZE THE
PUBLIC WORKS DIRECTOR TO EXECUTE A CONSTRUCTION CHANGE ORDER WITH PETRO-ANALYTICAL, INC.
WHEREAS, the City has adopted the FY 2022 – 2027 Capital Improvement Plan, which includes the Police Department Underground Storage Tank Replacement Project, and; WHEREAS, the Police Department Underground Storage Tank Replacement Project provides for the removal and disposal of the existing, single-walled Underground Storage Tank (UST) system located at the rear parking lot and installing a new, double-walled UST in compliance with State regulations; and
WHERAS, due to unexpected, differing site conditions, the City must revise the original contract scope to include necessary change order work, including, existing UST closure in-place, soil management, water management, a new UST location, and site restoration to complete the project; and
WHEREAS, staff has determined there is available budget in the American Rescue Plan Act fund to include the change order work required to complete the Police Department Underground Storage Tank Replacement Project; and
WHEREAS, on September 18, 2024, the Budget Committee reviewed the proposed change order and recommended the City Council approve the request to appropriate available ARPA funds to pay for the change order work required to complete the project.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill as follows:
1. An appropriation of $468,500 from the American Rescue Plan Act fund to the Police Department Underground Storage Tank Replacement Project is authorized for the project change order work.
2. The Public Works Director is authorized to execute a construction change order in the amount of $468,500 for change of scope of work as part of the Police Department Underground Storage Tank Replacement Project.
