A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
ACCEPTING PREAPPROVED ACCESSORY DWELLING UNIT ARCHITECTUAL PLANS
FOR A PERMIT READY ACCESSORY DWELLING UNIT PROGRAM
WHEREAS, the City of Pleasant Hill is required to establish a Permit Ready Accessory Dwelling Unit Program to comply with provision of Assembly Bill 1332; and WHEREAS, the Permit Ready Accessory Dwelling Unit Program consists of three unique ADU floor plans (studio, 1-bedroom, and 2-bedroom), and three unique elevation style designs (bungalow, California ranch, and modern), for use by City of Pleasant Hill homeowners to streamline the production of ADUs within the City; and WHEREAS, the project is funded through the American Rescue Plan Act (ARPA) funds; and
WHEREAS, on April 1, 2024, the City issued a Request for Proposals (“RFP”) seeking qualified firms for the creation of construction-level ADU permit drawings to be made available for use by citizens seeking to construct an ADU on their property; and WHEREAS, on May 20, 2024, the City of Pleasant Hill City Council authorized the City Manager to execute a Professional Services Agreement with RRM Design Group to preform planning and building related services associated with the creation of a Permit Ready Accessory Dwelling Unit Program; and
WHEREAS, The City Council hereby finds that it can be seen with certainty that there is no possibility that the pre-approved architectural plans for a Permit Ready Accessory Dwelling Unit Program will have a significant effect on the environment as it does not directly approve any physical development and is therefore exempt from the environmental review requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of Title 14 of the California Code of Regulations; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill that the City accepts the Pre-Approved Accessory Dwelling Unit Architectural Plan for a Permit Ready Accessory Dwelling Unit Program (Exhibit 1).
