THE PURCHASE AND REPLACEMENT OF THREE WIRELESS
MICROPHONES IN THE COUNCIL CHAMBERS UTILIZING THE
PUBLIC, EDUCATIONAL, AND GOVERNMENT ACCESS FUND
SYNOPSIS
Three wireless microphones used in the City Council Chambers are malfunctioning and need to be replaced. Staff requests the City Council adopt a resolution authorizing the City Manager to execute an agreement with AVI-SPL, Inc. to purchase and replace three wireless microphones in the Council Chambers utilizing Public, Educational, and Government Access (PEG) funds.
DISCUSSION
Background
The two wireless handheld microphones and one lavalier-style (body worn) microphone used in the Council Chambers are beginning to malfunction. The microphones have been intermittently experiencing signal loss during use. Staff is requesting the use of Public, Educational, and Government Access (PEG) Funds to replace the microphones.
Pursuant to California Public Utilities Code Section 5870, PEG Funds are used to support the operation of government, educational, and public television channels. In California, the PEG fee is a 1% charge on the gross revenues of video service providers that use public rights-of-way. The State franchise fee is paid quarterly to the city treasurer in a manner consistent with California Public Utilities Code Section 5860.
PEG Funds are used for equipment and construction of facilities that support content production for education and government broadcasting. Content includes promoting government transparency, local and national connections, digital literacy training, and citizen journalism.
