CITY COUNCIL STAFF REPORT
Meeting Date: February 3, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: Approve the Appropriation of Street Resurfacing Funds to Fund the Resurfacing of Contra Costa Boulevard (Harriet Drive to Viking Drive), Taylor Boulevard (Contra Costa Boulevard to Terry Way), and Sun Valley Boulevard (Contra Costa Boulevard to Santa Monica Drive) as part of the Contra Costa Boulevard Improvement Project No. 02-23 and Authorize the Public Works Director to Execute a Construction Change Order with Redgwick Construction Company
SYNOPSIS
The Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive) No. 02-23 (Project) provides for complete streets enhancements along Contra Costa Boulevard (CCB) between Viking Drive and Harriet Drive. The purpose of this item is to consider the appropriation of available Street Resurfacing Funds to pay for the inclusion of asphalt pavement restoration in the project scope and to seek authorization to execute a construction change order with Redgwick Construction Company for the work.
The Budget Committee reviewed staff’s proposal at its meeting of January 28, 2025, and approved forwarding a recommendation to City Council to approve the appropriation of the funds and issuance of the change order to Redgwick Construction Company.
DISCUSSION
Background
The Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive) No. 02-23 (Project), is an approved project in the Fiscal Year 2024-2029 Capital Improvement Plan (FY 24- 29 CIP), and will construct "complete streets" enhancements along Contra Costa Boulevard, (CCB) between Viking Drive and Harriet Drive.
In June 2017, the Contra Costa Transportation Authority (CCTA) approved and programmed $4,792,000 in a combination of Measure J grant funding for the construction of the Project, which was subsequently appropriated in May 2023. These funds will expire in May 2026.
The final project design consisted of “complete streets” improvements along approximately 0.25 miles of CCB between Harriet Drive and Viking Drive. Project improvements include safety and access for all users (pedestrians, transit riders, bicyclists, and motorists) and modernization of street aesthetics. Key project elements include street lighting; bike/pedestrian upgrades; modifications to the traffic signals and intersection geometry at CCB and Taylor Boulevard; a new traffic signal at CCB and Alan Drive; replacement of ADA curb ramps; traffic striping modifications; bicycle lanes; median re-configuration; LED street lighting; and drought-tolerant landscaping.
The project was competitively bid in April 2023, and three responsive bids were received on June 6, 2023. Staff analyzed the bids and revealed that the lowest bid received was approximately 25% over the approved construction cost. Staff recommended rejecting all bids, modifying the bid documents to incorporate cost-saving measures, and rebidding the project. On June 26, 2023, the City Council approved Resolution No. 49-23, approving staff’s recommendations.
Staff worked closely with CCTA and Bellecci, the design consultant, to revise the project scope while still providing the necessary improvements to meet the City’s project goals of enhanced safety along the corridor, as well as the CCTA grant requirements. One major revision included the elimination of the resurfacing of Contra Costa Boulevard within the project limits and including it in a later Street Resurfacing Project.
As part of our Pavement Management Program, the City of Pleasant Hill evaluates the condition of each street in the City every two to three years to determine overall condition of the roadways.
Staff uses this information to help identify the City's pavement resurfacing schedule. The City completed this street survey in the spring of 2022, at which time each street was ranked on a scale from 1 (worst) to 100 (new road). This is called the Pavement Condition Index (PCI). The average PCI for CCB (between Harriet Drive and Viking Drive) at that time was a 70 or “Good.” This information was the basis for the decision to eliminate the resurfacing within the project limits.
The project was subsequently rebid, and on April 15, 2024, the City Council awarded the project to Redgwick Construction Company.
Analysis
During construction staff identified several asphalt pavement failures along the project limits. As the City is currently working with a consultant to perform the 2025 street survey, we requested our consultant expedite the analysis of the current roadway condition and provide an updated PCI for this section of CCB. The new average PCI for this section of roadway is now a 57 or “Fair.” Once a PCI falls below a 65, the deterioration of the roadway accelerates, and the asphalt pavement will quickly continue to fail. As the PCI goes down, the cost to repair the roadway increases.
An aspect of the CCB project is new striping along the project corridor including new bike lanes, green bike markings, as well as high visibility crosswalks at the Contra Costa Boulevard/Taylor Boulevard intersection. The estimated value of these striping improvements is $310,000. Due to the deterioration of the asphalt pavement, staff has determined the project limits should be resurfaced prior to installing the new roadway striping. This will maximize the City’s resources and ensure the integrity of the roadway and new striping.
The total cost of the resurfacing work is $1,233,865 (see attached). Staff is recommending an appropriation of $1,233,865 from available FY2024-25 Street Resurfacing Funds to the Contra Costa Boulevard Improvement Project No. 02-23, and that Redgwick Construction Company be issued a change order for the work. Staff has confirmed with the Finance Division that there are sufficient Street Resurfacing funds to finance the change order work.
A portion of this change order work is on Willow Pass Road (between Contra Costa Boulevard and Santa Monica Drive) within the city of Concord’s right-of-way. Staff has met with the city of Concord’s City Engineer and informally agreed upon Concord’s “fair share cost” of $125,000, which equates to all the proposed change order work within the city of Concord’s limits. A formal agreement between the city of Concord and the city of Pleasant Hill is currently being finalized, and the city of Concord will reimburse the city of Pleasant Hill for this portion of the work.

Staff is recommending an appropriation of $1,233.865 from available FY 2024-25 Street Resurfacing Funds to the Contra Costa Boulevard Improvement Project No. 02-23 and the issuance of a change order to Redgwick Construction Company for the work. Staff has confirmed with the Finance Division that there are sufficient Street Resurfacing funds to pay for the change order work. The city of Concord has agreed to reimburse the City $125,000 for its fair share of the change order work.
At its January 28, 2025 meeting, the Budget Committee recommended Council’s approval of the proposed appropriation of available funds and the issuance of the change order.
