RESOLUTION NO. -25
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL REPEALING AND REPLACING RESOLUTION 33-18 REGARDING THE 2017 CONTRA COSTA HAZARD MITIGATION PLAN UPDATE AND ADOPTING THE 2024 CONTRA COSTA COUNTY HAZAR MITIGATRION PLAN VOLUME 1 AND THE CITY OF PLEASANT HILL’S ANNEX IN VOLUME 2
WHEREAS, all of Contra Costa County has exposure to natural hazards that increase the risk to life, property, environment, and the County’s economy; and WHEREAS, pro-active mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property; and
WHEREAS, the Disaster Mitigation Act of 2000 (DMA) (Public Law 106-390) established new requirements for pre- and post- disaster hazard mitigation programs; and WHEREAS, the City of Pleasant Hill City Council adopted the 2017 Contra Costa County Hazard Mitigation Plan on July 18, 2018; and
WHEREAS, the DMA requires the hazard mitigation plan be updated every five years; and WHEREAS, a coalition of Contra Costa County, cities, towns, and special districts with similar planning objectives has been formed to pool resources and create consistent mitigation strategies within the Contra Costa County Operational Area planning area; and WHEREAS, the coalition has completed a planning process that engages the public, assesses the risk and vulnerability to the impacts of natural hazards, develops a mitigation strategy consistent with a set of uniform goals and objectives, and creates a plan for implementing, evaluating and revising this strategy; and
WHEREAS, the Contra Costa County Hazard Mitigation Plan Update was completed and approved by the Federal Emergency Management Agency (FEMA) on September 18, 2024, and adopted by Contra Costa County in November 2024; and
WHEREAS, the Plan must be adopted by each agency to be compliant with DMA requirements and to be eligible for grant funding under FEMA’s Pre-Disaster Mitigation Grant Program and the Hazard Mitigation Grant Program.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill, that the City Council:
1. Adopt the 2024 Contra Costa County Hazard Mitigation Plan Update Volume 1 and the City of Pleasant Hill’s Annex in Volume 2 (2024 Plan).
2. Will use the adopted and approved portions of the 2024 Plan to guide pre- and post- disaster mitigation of the hazards identified.
3. Will coordinate the strategies identified in the 2024 Plan with other planning programs and mechanisms under its jurisdictional authority.
4. Will continue its support of the Steering Committee and continue to participate in the Planning Partnership as described by the 2024 Plan.
5. Will help to promote and support the mitigation successes of all Planning Partners listed in the 2024 Plan.
