Subject: Scope Amendment Proposal for Update to the City of Pleasant Hill Traffic Impact Fee 2023 Draft Report
Dear Ms. Galeazzi:
Fehr & Peers submitted the Pleasant Hill Traffic Impact Fee (PHTIF) Update study in a draft report to the then-current City staff in May 2023 (“2023 Draft Report”). Since then, Fehr & Peers and the City of Pleasant Hill have agreed to update the 2023 Draft Report to revise the project list and project costs based on the projects from the recently adopted Bicycle and Pedestrian Master Plan (BPMP) and 2024-2029 Capital Improvement Program (CIP), and to assist the City with the report adoption process. The work to update the 2023 Draft Report has been authorized in a contract executed by the City and Fehr & Peers.
City staff has now asked that some additional elements be added to the scope of work, including some additional meetings, coordination with the City Attorney about AB 602, and a comparison of fees in other jurisdictions. These additional elements are documented here in this proposed scope amendment.
ADDITIONAL SCOPE OF WORK
DOCUMENTATION AND COORDINATION
This scope amendment includes participation in one virtual Budget Committee meeting to discuss the TIF; this is in addition to the City Council meeting and up to two coordination meetings with City staff that were included in the original scope.
Fehr & Peers will also attend up to three virtual meetings with City staff and the City Attorney to discuss compliance with the revised Mitigation Fee Act provisions under AB 602. A key item for discussion is whether to calculate residential impact fees based on unit square footage. Based on current direction, our understanding is that the City intends to maintain a per-unit fee approach, and that Fehr & Peers would prepare brief documentation explaining that decision and include that in the final report.

In addition to the technical documentation identified in the original scope of work, this amendment includes preparation of a comparison of traffic impact fees charged by up to four nearby jurisdictions.
COST ESTIMATE
Fehr & Peers will perform this work on a time-and-materials basis for $8,570 as an amendment to our current contract. Any additional work requested outside of this scope of work will be scoped and budgeted on a time-and-materials basis with prior authorization from the client.
Sincerely,
FEHR & PEERS
