TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. ___-25 AUTHORIZING THE CITY
MANAGER TO EXECUTE A FIRST AMENDMENT TO THE
PROFESSIONAL SERVICES AGREEMENT WITH FEHR & PEERS,
INC., FOR THE UPDATE TO THE CITY OF PLEASANT HILL
TRAFFIC IMPACT FEE 2023 DRAFT REPORT.
SYNOPSIS
The City of Pleasant Hill (“City”) entered into a Professional Services Agreement with Fehr & Peers, Inc., (“Consultant”) on May 7, 2025, to update the City of Pleasant Hill Traffic Impact Fee 2023 Draft Report in the amount of $20,610. A First Amendment to the Professional Services Agreement is needed to add additional scope of services and increase the total compensation limit by $8,570 for a total not-to-exceed cost of $29,180.
DISCUSSION
Background
The City entered into a Professional Services Agreement (attached as Exhibit A) with the Consultant on May 7, 2025, to update the City of Pleasant Hill Traffic Impact Fee 2023 Draft Report. Fehr & Peers submitted the Pleasant Hill Traffic Impact Fee (PHTIF) update study in a Draft Report in 2023. The study analyzed an update of the PHTIF program to include a new list of capital improvement projects, reflect the most recent projections of population and employment growth in the City of Pleasant Hill, and change the approach used to calculate fees.
The 2023 Draft Report has not yet been adopted, and a new Bicycle and Pedestrian Master Plan (BPMP) and the FY 2024-2029 Capital Improvement Program (CIP) have since been adopted by Resolution by the City Council. Therefore, this proposal includes work to update the 2023 Draft Report, including a revision of the project list and project costs based on the projects from the BPMP and CIP, and to assist the City with the report adoption process.
The additional scope of work in this First Amendment (attached as Exhibit B) includes coordination with the City Attorney about AB 602, additional meetings with City staff and a comparison study of fees in other jurisdictions. The total amount of this additional scope is $8,570.00.
Analysis
Fehr & Peers, Inc., is currently satisfactorily performing the assigned tasks outlined in the original scope of services. Staff has reviewed the additional cost proposal (included with Exhibit B) from Fehr & Peers, Inc., and finds it to be complete and reasonable.
FISCAL IMPACT
The proposed First Amendment to the Professional Services Agreement increases the compensation by $8,570 to a new total not to exceed amount of $29,180. Funding for the project scope is available through the Pedestrian and Bicycle Program.

Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
