Mayor Noack called a Special Meeting of the City Council to order at 9:10 AM, in the Large Community Room, 100 Gregory Lane, Pleasant Hill, CA. The meeting agenda was posted on the City Hall outdoor bulletin board at 100 Gregory Lane, Pleasant Hill, CA on April 25, 2025, by City Clerk Lyone Conner.

No members of the public commented.
4. TEAM BUILDING
City Clerk Lyone Conner facilitated two social engagement activities intended to help participants learn more about one another.
All members of the Council participated and shared responses to the prompts.
5. CITY GOALS REVIEW
City Manager Ethan Bindernagel presented the City’s Goals, as set by the City Council in June 2024. He also explained the general timeline and process for revising goals and answered questions from Council.
6. ROLES AND RESPONSIBILITIES
City Manager Bindernagel broadly summarized the relationship, roles, and responsibilities among the City Council, City Staff, and the public.
He also presented the Council with the City’s Organizational Chart and shared updates to staffing.
7. TOOLS FOR CONDUCTING THE MEETING
Members of the City Council discussed sections of Resolution 69-20, City Council Rules and Procedures.
City Attorney Janet Coleson was available for questions related to the Brown Act and conducting City Council meetings.

Mayor Noack adjourned the meeting at 12:17 p.m. The next Regular City Council meeting will be held on Monday, May 5, 2025, beginning at 7:00 p.m.
