ADOPT RESOLUTION NO. ___-25 AUTHORIZING THE

EXECUTION OF A GRANT AGREEMENT WITH THE STATE OF

CALIFORNIA TO RECEIVE FUNDS FROM THE DEPARTMENT OF

CALIFORNIA HIGHWAY PATROL CANNABIS TAX FUND

SYNOPSIS
The City has received notification of a grant award totaling $118,429.28 from the State of California, funded through the California Highway Patrol Cannabis Tax Fund. Staff is requesting City Council’s approval of a resolution authorizing the execution of the grant agreement with the State.

DISCUSSION
Background
In April 2025, the Pleasant Hill Police Department submitted a competitive grant application to the State of California, requesting funds through the California Highway Patrol Cannabis Tax Fund Program. The proposal included funding for specialized DUI (Driving Under the Influence) enforcement training, targeted DUI saturation patrols, the purchase of preliminary alcohol screening equipment, and the acquisition of a Ford Interceptor vehicle for DUI enforcement operations.

With the overall goal of promoting roadway safety and maintaining a safe community, the intent of the grant is to support public education on the dangers of impaired driving, enhance DUI enforcement efforts, and improve the effectiveness of the Pleasant Hill Police Department through training and the implementation of new enforcement strategies.

The City of Pleasant Hill was awarded $118,429.28 for Fiscal Year 2025–2026. In order to receive reimbursement for eligible expenses, the City is required to provide the State with a City Council-approved resolution authorizing the execution of the agreement.

Analysis
The grant funds awarded through the California Highway Patrol Cannabis Tax Fund must be expended no later than June 30, 2026. The Police Department intends to allocate these funds during Fiscal Year 2025–2026 for specialized training in Driving Under the Influence (DUI) enforcement, implementation of targeted DUI saturation patrols, procurement of preliminary alcohol screening devices, and the purchase of a Ford Interceptor vehicle to support DUI enforcement operations.

FISCAL IMPACT
There is no anticipated fiscal impact to the General Fund. The City will be responsible for making the identified expenditures initially and will subsequently be reimbursed by the State.

PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
