If the Project is terminated for the reasons described in this paragraph, the State will have no obligation to reimburse the Grantee for any additional costs once the Grant Agreement has been terminated.

Project Description
The goal of the Pleasant Hill Police Department Impaired Driving Training and Enforcement Grant is to save and protect lives. Through specialized law enforcement training and enforcement efforts, the Pleasant Hill Police Department will aim to reduce DUI/DUID-related collisions in our city by 20% and increase DUI/DUID arrests by 20%. This goal will be made through objectives which include specialized law enforcement ARIDE training, enforcement through targeted saturation details in a designated DUI enforcement vehicle, and the acquisition of Preliminary Alcohol Screening (PAS) Equipment.

Problem Statement & Proposed Solution
The Pleasant Hill Police Department is a small law enforcement organization consisting of forty-four sworn officers, of whom twenty percent (20%) have been with our agency for less than one year. We have a number of proactive personnel who consistently make DUI arrests. Several of these officers have demonstrated their desire and ability to become experts in locating and apprehending impaired drivers and would benefit greatly from enhanced training and development to improve their skills in recognizing the signs and symptoms of being under the influence of marijuana.

In 2023, PHPD officers arrested seventy-three (73) suspected DUI drivers and experienced twenty-six (26) DUI-related traffic collisions. Eleven (11) of those collisions resulted in injury (there were no fatalities). The total number of traffic collisions for the year was 276.

In 2024, PHPD officers arrested sixty-six (66) suspected DUI drivers and experienced twenty (20) DUI-related traffic collisions. Nine (9) of those collisions resulted in injury (there were no fatalities). The total number of traffic collisions for the year was 307.

Base Year Comparison Data:

In 2022, PHPD officers arrested sixty-seven (67) suspected DUI drivers and experienced twenty-eight (28) DUI-related traffic collisions. Twelve (12) of those collisions resulted in injury (there were no fatalities). The total number of traffic collisions for the year was 276.

PHPD currently has twenty-eight (28) sworn personnel assigned to patrol. Of these 28 police officers, seventeen (17) have attended a DUI or FST POST-approved training class, three (3) of whom have also received ARIDE training. Additionally, we have one (1) motor officer who has received ARIDE training. The 28 officers who serve in our Patrol Division currently have six (6) preliminary alcohol screening (PAS) devices available to them. Of these six (6) devices, the majority are old and in need of replacement. The limited quantity and quality of PAS devices at the disposal of our personnel challenges our ability as law enforcement officers to conduct sufficient and effective DUI-related traffic stops and field testing. Due to staffing challenges, the limited number of vehicles available in our current patrol fleet and the constraints of our budget, facilitating DUI enforcement saturation operations has not been possible for our agency. Given the significant number of impaired driving incidents and collisions involving alcohol and drugs that occur in our city, the opportunity to extend ARIDE training to our most proactive personnel, acquire a new designated DUI / traffic enforcement vehicle, outfit our patrol fleet with sufficient PAS devices, as well as conduct DUI enforcement saturation operations during critical days and times where a majority of our DUI incidents occur would greatly benefit our community. This training and focused enforcement would provide us with the tools necessary to better address DUI issues in our city and provide an increased level of service and safety for the public.
*Statistical data was retrieved from PHPD Sunridge Systems RIMS (CAD System).

Schedule A
Performance Measures/Scope of Work
The goal of the Pleasant Hill Police Department Impaired Driving Training and Enforcement Grant is to save and protect lives. Through specialized law enforcement training and enforcement, the Pleasant Hill Police Department will aim to reduce DUI/DUID-related collisions in our city by 20% and increase DUI/DUID arrests by 20%.

The following objectives must be accomplished to achieve the grant goal. PHPD and the citizens we serve will see the benefits of this grant for years to come.

Objective One: Specialized Law Enforcement Training in DUI Investigations is backfilled for those attending ARIDE Training.

1. Provide Pleasant Hill PD officers with the specialized training required to be proficient and effective in identifying, locating, and apprehending DUI/DUID drivers. Expanding specialized training to additional patrol officers will allow for increased arrests as well as a reduction in traffic collisions, and thus greater outcomes for our City. To accomplish this, officers will attend the following classes:
• Six (6) Police officers will be trained in ARIDE within one year of this grant. Three (3) officers during the first quarter and three (3) officers during the second quarter, within the fiscal year in which the grant funds are received. (This schedule is reliant upon the dates and times ARIDE courses are available).

To accomplish the above-listed objective, our request is for a backfill for officers to attend training.

Objective Two: Enforcement through Targeted Saturation Details in designated DUI enforcement vehicle.

1. Pleasant Hill PD staffs four (4) patrol teams of six to seven (6-7) officers per shift. Personnel assigned to the patrol division work 12-hour shifts. These officers will utilize their specialized training in DUI enforcement in their everyday assignments to further enhance public safety. • Pleasant Hill PD will conduct (10) DUI enforcement saturation operations on a monthly basis.

Each DUI enforcement saturation operation will require two (2) officers, each working an 8- hour shift. These DUI enforcement events specifically target DUI impaired drivers to reduce the number of injuries and collisions. Officers working these saturation details will implement their specialized training to improve their investigations and reports, and gain experience in addressing DUI/DUID incidents.
• To augment our department's DUI enforcement efforts, Pleasant Hill PD will purchase a 2025 Ford Interceptor to employ for DUI/DUID enforcement. Officers assigned to DUI enforcement will utilize one (1) dedicated marked "DUI Enforcement" Police Ford Interceptor to locate and detain impaired DUI/DUID drivers and enforce primary collision factors (speeding, unsafe turning movements, hazardous lane change, and so forth) connected with DUI incidents. • Monthly projected timeline of DUI Enforcement vehicle use: A minimum of ten (10) DUI saturation events will be completed within the 2025-2026 fiscal year. DUI / PCF Enforcement details will be scheduled primarily during evening hours on various days of the week. Statistical data will be documented to generate quarterly reports on the use of the equipment during the Project Performance Period.

Training for personnel will occur during the first to third quarters of the grant cycle.

Saturation patrols will begin in the month of July 2025 and continue on a monthly basis, with the final DUI enforcement saturation operation occurring in April 2026, for a total of 10 saturation details. The duration of each operation will be eight (8) hours, starting at 2000 and conclude at 0400 the following morning.

Schedule A
Purchase of the vehicle will commence in July 2025, quarter one, with the expectation we receive the vehicle prior to the end of quarter 3.

Objective Three: Purchase of Preliminary Alcohol Screening (PAS) Equipment

1. Provide Pleasant Hill PD officers with the equipment necessary to expediently execute field sobriety tests involving suspected DUI/DUID drivers. Acquiring additional PAS devices will allow for our patrol personnel to conduct these traffic stops with better efficiency and effectiveness. To accomplish this, our department requires the following equipment:
• Six (6) Alco Sensor IV handheld breath alcohol testers. These devices provide a simple, accurate and economical method of determining a subject’s breath alcohol concentration with evidential grade accuracy.

Our objective is to remove or decrease impaired drivers on the road by 20%.

Project Performance Evaluation
Pleasant Hill PD will use data amassed during the grant term to execute a final evaluation in the fourth quarter of the project. The final evaluation will provide a summary of the grant's accomplishments, challenges, and significant events. The Operations Division Commander will identify whether the goals and objectives were met, or exceeded, or provide an explanation as to why objectives were not completed, should that outcome occur.

Pleasant Hill PD uses PHPD Sunridge Systems RIMS (CAD System) to track traffic collision data. This program has the capability of keeping detailed information on DUI-related incidents. Data from RIMS will be employed to compare data obtained during the grant year, the prior year, and the following year. This data will provide information on the success of the grant as implemented by the Pleasant Hill Police Department. The Operations Division Commander will compile statistics on DUI arrests, DUI traffic collisions, DUI Injury traffic collisions, and DUI traffic fatalities for quarterly evaluations.

Program Sustainability
Specialized training in ARIDE is a key component of this grant project. This training will provide officers with the capability to recognize the signs and symptoms of intoxication and proficiently investigate DUI/DUID incidents. Officers working in patrol who have benefited from ARIDE training will have greater confidence in their ability to proactively seek out DUI drivers and address these types of incidents. This acquired expertise in the field of DUI enforcement will continue to mature and progress beyond the end of the grant, further enhancing public safety in the Pleasant Hill community.

Obtaining specialized equipment through this grant project such as six (6) PAS devices and one (1) dedicated DUI / Traffic enforcement vehicle is vital to the success of the project. Specialized equipment will improve the department's enforcement efforts to prevent, identify, and prosecute DUI/DUID cases far beyond the twelvemonth duration of the grant period. The Pleasant Hill Police Department is devoted to the safety of the community and is dedicated to reducing DUI/DUID-related collisions and injuries. The Pleasant Hill Police Department Impaired Driving Training and Enforcement Grant project is proposed as a one-time initiative to advance the capabilities and expertise in the area of DUI/DUID investigations of patrol officers and support law enforcement and prosecution efforts with specialized equipment.

Administrative Support
The Pleasant Hill Police Department maintains records and statistics, which are regularly updated by department staff. Statistical records are compiled by the department's Support Services Supervisor and provided to members of Command Staff. The City of Pleasant Hill’s Finance Department handles the processing of all financial records for the Cannabis Tax Fund Grant Program.

The Pleasant Hill Police Department is adequately staffed, driven, and prepared to carry out the necessary tasks to reduce DUI/DUID collisions, increase DUI arrests and improve public safety in the community. The Pleasant Hill Police Department’s Social Media team will be responsible for community outreach specific to this grant project, by posting information to our social media platforms to help educate and expand community awareness of DUI enforcement efforts in our city.
