CITY COUNCIL STAFF REPORT
Meeting Date: July 7, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. ___-25 REJECTING ALL BIDS FOR THE 2025 POLICE DEPARTMENT DISPATCH RENOVATION
PROJECT NO. 02-25
SYNOPSIS
The 2025 Police Department Dispatch Renovation Project No. 02-25 provided for the renovation of the existing dispatch center by removing and replacing the existing carpeting and furniture.
There is new technology available for Police Department Dispatch Centers that was not considered at the time of bid, and command staff would like the opportunity to consider these options prior to completing any renovation work.
The purpose of this item is to reject all bids for the 2025 Police Department Dispatch Renovation Project No. 02-25.
DISCUSSION
Background
The Police Department Dispatch Renovation project originally proposed to remove and replace in kind the existing carpet (including carpet padding and baseboards) and furniture in the dispatch center at the Police Department. The project appeared simple in concept, and $114,000 of Supplemental Law Enforcement Services Account funds (SLESF) were approved for use on this project.
Staff, informally working with a company known to perform this type of work, completed an inhouse design for the dispatch center renovation. This design was incorporated into the project bid documents, and the project was informally bid.
The project was advertised for construction on June 2, 2025. Bids were publicly opened on Thursday, June 12, 2025, at 2:00 p.m. at City Hall, Finance Conference Room.
Analysis
A total of three responsive bids were received. The following table summarizes the bid results.
Contractor Bid
1. Pridex Construction Group $ 92,000.00
2. GSP Construction $ 123,000.00
3. All About Building $ 201,000.00
Engineer’s Estimate: $ 109,000.00
The apparent low bidder, Pridex Construction Group’s bid was below the Engineer’s Estimate for the project, and based on the bids, the City received a bid protest on June 14, 2025, from All About Bidding. The protest stated that the project documents and therefore the lowest bidder’s response did not account for new, updated requirements for specialized command and control center workstations required for dispatch center workstations supporting emergency services personnel.
The bid protest was reviewed by the City Attorney’s Office and found to be without merit as, on its face, the low bid promises to do what the project specifications require; however staff confirmed that the bid documents do not account for the updated command center technology. The Police Department command staff has determined the best interest of present and future staff needs require consideration of the addition of this new, updated technology into the dispatch center renovation.
Staff has coordinated with the Chief of Police, who has agreed with the recommendation to reject all bids. Command staff plans to visit other jurisdiction’s dispatch centers to obtain ideas and recommendations for design layout and equipment, in an effort to update the City’s dispatch center effectively. Staff will work with a design team who specializes in renovating emergency services centers prior to rebidding the project. The Chief may request modifications to the existing dispatch center renovation plans and specifications to better accommodate his departmental needs.
After the re-design is complete, staff will make the necessary modifications to the bid documents and re-bid the project.
The Public Contracts Code Section 20166 authorizes a public agency to either award a bid to the lowest responsible bidder or to reject all bids. The Public Works Department is recommending that the City Council reject all bids by approving the attached resolution.
FISCAL IMPACT
None with the rejection of bids.
