RESOLUTION NO. -25
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE ACCEPTANCE AND USE OF FUNDS FROM
THE CALIFORNIA SUPPLEMENTAL LAW ENFORCEMENT
SERVICES ACCOUNT (SLESA)
WHEREAS, the State of California, has authorized a grant of approximately $174,000 to the Pleasant Hill Police Department under the Citizens Options for Public Safety (COPS) program to be distributed through the Supplemental Law Enforcement Services Account (SLESA) administered by the Contra Costa County Supplemental Law Enforcement Oversight Committee; and
WHEREAS, as a condition of receiving the grant funds, state law requires the City Council to authorize the expenditure of grant funds for specific purposes related to “front line law enforcement”; and
WHEREAS, the Pleasant Hill Police Department recommends that the new grant funds be spent on the purchase of new automated license plate readers and pan, tilt, zoom cameras; a portion of the cost of the Department’s Dispatch Supervisor position; the contract for Department therapist services; the purchase of additional unmanned aerial systems (UAS) and related training; the purchase of safety equipment; and the purchase of emergency medical equipment; and
WHEREAS, the City Council held a hearing on August 18, 2025, to review and consider the proposed expenditures.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pleasant Hill authorizes the acceptance of funds from the California SLESA and the expenditure of the new grant funds for the purchase of new Automated License Plate Readers and Pan Tilt Zoom Cameras; and for a portion of the cost of the Department’s Dispatch Supervisor position; and the contract for Department therapist services; and the purchase of additional unmanned aerial systems (UAS) and related training; and the purchase of safety equipment; and the purchase of emergency medical equipment.
