CITY COUNCIL STAFF REPORT
Meeting Date: September 15, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: AWARD THE CONSTRUCTION CONTRACT FOR THE 2025 STREET RESURFACING PROJECT NO. 03-25 AND AUTHORIZE THE CITY

MANAGER TO EXECUTE A CONSTRUCTION CONTRACT WITH
MCK SERVICES, INC.

SYNOPSIS
The 2025 Street Resurfacing Project No. 03-25 provides for the installation of ADA compliant curb ramps, curb and gutter replacement, crack sealing, monument preservation, thermoplastic striping, and pavement resurfacing treatments within two residential neighborhoods in the City.

The purpose of this item is to consider the acceptance of the lowest responsive and responsible bid from MCK Services, Inc. and to seek authorization to award the construction contract.

DISCUSSION
Background
The 2025 Street Resurfacing Project No. 03-25 is an approved project in the City’s FY 2024–2029 Capital Improvement Plan (CIP). The project work includes localized pavement failure repairs (potholes), installation of new ADA curb ramps, limited curb and gutter replacement., and a final pavement resurfacing treatment, followed by re-striping consistent with the City’s approved Pedestrian and Bicycle Master Plan.

In November 2016, Pleasant Hill voters approved Measure K, a half-cent transactions and use (sales) tax. The tax took effect on April 1, 2017, for a 20-year period and generates approximately $5.5 million annually in needed revenue. A portion of these funds is allocated annually to the City’s Street Resurfacing Program (SRP).

The SRP provides for the ongoing maintenance of the City’s 110 miles of roadway pavement.

Each street in the City’s network is evaluated on a two- to three-year cycle, with the most recent pavement survey completed in spring 2025. For program management purposes, the City is divided into 24 Residential Street Zones (RSZs). Based on the survey data, each street is assigned a Pavement Condition Index (PCI) rating. The ratings for all streets within an individual RSZ are averaged to determine the overall zone condition. RSZs are then ranked according to their average PCI to prioritize maintenance. Because lower PCI ratings correspond to higher future maintenance and rehabilitation costs, neighborhoods with the lowest average PCI are prioritized, to prevent further deterioration and avoid higher resurfacing costs.

Staff is focusing this year’s Street Resurfacing Program funds on selected streets in two scheduled residential neighborhoods: RSZ15, average PCI 44; and RSZ18, average PCI 46 (see attached street list). All selected streets in these neighborhoods are in "poor” to “fair” condition, and will benefit from a resurfacing treatment. Based on the pavement survey, field evaluations, and a value engineering analysis, staff recommends a partial-depth recycling with hot mix asphalt (HMA) overlay for RSZ 15, and base failure repair, crack sealing, and an HMA overlay for RSZ 18. Final thermoplastic striping per the approved Bicycle and Pedestrian Master Plan will be installed once the resurfacing is complete. These treatments will extend pavement life and improve ride quality without the higher cost of full street reconstruction.

Currently, these streets 1) do not conflict with current or planned utility pipeline upgrade projects; 2) are scheduled for resurfacing as part of our Pavement Management System and; 3) best utilize the available Street Resurfacing Program funds.

Fiscal Year (FY) 24/25 and FY 25/26 SB1 gas tax funds in the amount of $1,766,384 have been allocated and approved by the City Council for use on this project.

A total of 17 ADA-compliant curb ramps will be installed in RSZ 15 and RSZ 18 as part of the 2025 Street Resurfacing Project. This work will be funded through the FY 24/25 and FY 25/26 ADA Improvement Program funds and is required to ensure compliance with federal ADA standards for newly resurfaced roadways.

As part of project coordination, staff identified necessary manhole and valve adjustments along the selected streets and notified the Central Contra Costa Sanitary District (CCCSD) and the Contra Costa Water District (CCWD). Both agencies have been informed of the planned work and may either perform the work themselves or have the City-hired contractor complete it concurrently with the resurfacing project. If the City-hired contractor performs the work, the agencies will reimburse the City for the associated costs, with an estimated reimbursement of $173,050 from CCWD and $173,800 from CCCSD, for a combined total of $346,850.

The Pleasant Hill Recreation Park District (Rec and Park) requested and entered into a Memorandum of Understanding (MOU) with the City for the repair and resurfacing of Hawthorne Drive from the Pleasant Hill City limits to Monticello Avenue (Alternate “A” Bid Item), and the repainting of red and yellow curb at various Rec and Park facilities within the City. (Alternate “B” Bid Item). By partnering with the City, Rec and Park expects a substantial cost savings to perform this work. Per the terms of the MOU, staff included the asphalt pavement work for Hawthorne Drive as Alternate Bid A and the red and yellow curb painting as Alternate Bid Item B in the 2025 Street Resurfacing Project scope; staff will supervise the work, and Rec and Park will be responsible for all costs incurred for this work.

As part of the City’s Street Monumentation Program, and in compliance with State law requiring the protection and re-establishment of existing survey monuments, Leptein, Cronin, Cooper, Morris & Poore, Inc. (LCC, Inc.), a licensed surveying firm, has identified approximately eight iron pipe monuments within the project streets that are buried beneath existing pavement and require preservation. LCC will provide professional surveying services to re-establish these monuments and install monument casings. In addition, approximately 26 street survey monuments will require box and lid replacement, and one new monument will be installed.

Environmental Review
The 2025 Street Resurfacing Project No. 03-25 will remove and replace existing facilities in kind.

The new facilities will be located on the same sites as the existing ones and will serve the same purpose and capacity as the current system. Accordingly, the Zoning Administrator has determined that the project is categorically exempt from environmental review under the California Environmental Quality Act (CEQA) pursuant to the California Code of Regulations, Title 14, Chapter 3, Section 15301 (Class 1 – Existing Facilities) and Section 15302 (Class 2 – Replacement or Reconstruction).

Analysis
The Notice Inviting Bids for the project was distributed to construction exchanges on August 1, 2025, and advertised in the Contra Costa Times on August 8, 2025. A total of six bids were received and publicly opened and read on Thursday, September 4, 2025, at 2:00 p.m. at City Hall.

In accordance with the project bid documents, the City will award the contract based on the lowest responsive and responsible total base bid. The table below summarizes the base bid, Alternate “A,” and Alternate “B” bid amounts, with the lowest bid indicated in bold.

CONTRACTOR BID PRICE ALT “A” ALT “B”
1 MCK Services $3,821,163.71 $123,085.00 $18,785.00
2 DeSilva Gates Construction $4,932,000.00 $138,210.00 $20,663.50 3 Ghilotti Bros., Inc. $4,994,896.30 $137,325.00 $17,954.75 4 Teichert Construction $4,995,409.00 $193,552.00 $22,542.00 5 McGuire and Hester $5,065,728.00 $158,941.00 $22,542.00 6 Radius Earthwork, Inc. $5,590,014.47 $178,590.00 $18,860.79 The Engineer’s Estimate (EE) for project construction is $4,500,000 for the base bid. The lowest bidder, MCK Services, Inc., submitted a bid of $3,821,163.71, which is 15% below the EE. A detailed analysis of MCK Services, Inc.’s bid indicates that its bid prices are reasonable for this type of work. Additionally, MCK Services, Inc. has completed previous pavement failure repair and pavement rehabilitation projects with the City, most recently the Contra Costa Boulevard Improvement Project, and the 2023 Street Resurfacing Project. MCK Services, Inc., has satisfactorily completed its contracts, therefore its bid is acceptable. Staff believes that MCK Services has the experience and professional competency that will result in a satisfactory product for the City.

Rec and Park has submitted written notice to the City that they have accepted the costs provided by the lowest responsible bidder for the Alternate A and Alternate B items.

MCK Services, Inc. bid proposal documentation is complete, and staff has determined the company to be the lowest responsive, responsible bidder. Bidding rules require that the City Council award the construction contract to the lowest responsive, responsible bidder or reject all bids. Staff recommends the City Council award the construction contract to MCK Services, Inc.

The project construction cost (base bid) is $3,821,163.71. It is reasonable to include a construction contingency of 15%, or $573,174.56, which is typical for a construction project of this type.
