COMPREHENSIVE ZONING ORDINANCE AMENDMENT & REZONING
Citywide, City of Pleasant Hill
NOTICE IS HEREBY GIVEN by the City of Pleasant Hill that the City Council will hold a public hearing on the Pleasant Hill Draft Zoning Ordinance Amendment (PHMC Title 18), which will include all Parts of the updated and replaced ordinance, including re-termed Parts of the zoning ordinance as follows:
• Part 1 – Enactment and Applicability;
• Part 2 – Zoning District Regulations and Development Standards; • Part 3 – Regulations Applicable to all Zoning Districts; • Part 4 – Permit and Entitlement Processing Procedures; • Part 5 – Zoning Ordinance Administration; and
• Part 6 – Definitions and Land Use Classifications.
The proposed zoning ordinance amendment will also include rezoning of certain properties throughout the City of Pleasant Hill. The proposed comprehensive update and replacement of the Zoning Ordinance & Rezoning is necessary and required to implement the goals, policies and programs of the recently adopted 2040 General Plan and 2023-2031 Housing Element, as well as to address compliance with various State law provisions, and clarify and streamline existing processes.
A copy of the Public Review Draft of the comprehensive Zoning Ordinance update and the proposed Rezoning Map can be found on the City’s website at: https://www.phillca.gov/1666/Comprehensive-Zoning-Ordinance-Amendment The proposed Zoning Ordinance Amendment and associated Rezoning do not propose any new development beyond what was disclosed in the certified 2040 General Plan Programmatic Final Environmental Impact Report (EIR) (State Clearinghouse No. 2022070095). Pursuant to the California Environmental Quality Act (CEQA) Guidelines Sections 15162 and 15168, no subsequent or supplemental EIR or Negative Declaration is required for a later project that is with the scope of the Programmatic EIR. Therefore, pursuant to CEQA Guidelines Section 15164, the City finds that no substantial changes are proposed in the project and thus no revisions are needed to the certified 2040 General Plan Final EIR. In addition to, and in the alternative, the amendment is exempt per: CEQA Guidelines Section 15378(b)(5), Section 15061(b)(3); and partly pursuant to Government Code Section 21080.085(a).
The PUBLIC HEARING will be held by the CITY COUNCIL starting at 7:00 p.m. on MONDAY, OCTOBER 20, 2025, in the CITY COUNCIL CHAMBERS, City Hall, at 100 Gregory Lane, Pleasant Hill. Interested persons will be heard at this time at the meeting. More information on how to participate, including providing live comments during the meeting, will be provided on the posted City Council Agenda.
NOTICE IS ALSO GIVEN pursuant to Government Code Section 65009(B) that, if this matter is subsequently challenged in Court by you or others, you may be limited to raising only those issues you or someone else has raised at a Public Hearing described in this notice or in written correspondence delivered to the City of Pleasant Hill at, or prior to, the Public Hearing.
