MEMORANDUM
TO: City Councilmembers
FROM: Ann James, Public Works Director
DATE: November 3, 2025
SUBJECT: Traffic Safety Commission 2024 Report to City Council In May 2025 the Traffic Safety Commission (TSC) formed a sub-committee who were tasked with completing a report for presentation to City Council. As per Chapter 3.35 of the City of Pleasant Hill Municipal Code, the report should cover the activities and actions of the TSC. Attached is the final report for 2024.

Item 5.3
City Council Meeting Agenda - Page 5 of 89 - Monday, November 03, 2025 1 City of Pleasant Hill
Traffic Safety Commission 2024 Annual Report
1. INTRODUCTION AND OBJECTIVES
This report covers the activities of the Pleasant Hill Traffic Safety Commission for 2024.
The objectives of the report are to document the key activities of the Commission during the calendar year. This will not only monitor the progress being made by the Commission to achieve its goal of a significant reduction in road-based accidents, but also describe the steps being taken to get there.
The overall objectives of the Commission are outlined in the City of Pleasant Hill Municipal Code Chapter 3.35. This includes travel by all means possible, be it pedestrian walking, bicycles & scooters, e-bikes and e-scooters, motorcycles & motor scooters, public & private vehicles, transit, and light & heavy trucks.
Numerous locations in a thriving city such as Pleasant Hill will always be of particular focus for traffic safety, as they present specific challenges.
These include:
● Schools/Colleges/Universities where, at specific times of day, travel activity is extremely intense.
● Areas of high economic/retail activity such as Downtown and Contra Costa Boulevard.
● Major intersections such as Monument Boulevard with I-680 and Contra Costa Boulevard and Chilpancingo Parkway.
● Routes that are being used for purposes for which they were not intended. ● Areas of potential movement conflict such as ordinary intersections, street pedestrian crossings, and trail crossings of the highway. ● Areas of significant speed differentials used by travelers in the same space, such as bicycles on the road.
● Areas where parking reduces visibility.
● Major transit hubs such as the DVC Transit Center.
The report contains several sections, and these are briefly described below.
Section 2 covers News Items and Events occurring during the year. This includes relevant legislation at the National, State, County, and City level. However, the adoption and implementation of any measures covered by these Assembly Bills will require investigation and analyses into applicability to any locations in the City. It is intended to Item 5.3
City Council Meeting Agenda - Page 6 of 89 - Monday, November 03, 2025 2 keep everyone aware of changes that may affect traffic safety and behavior. It will cover events such as the Bike Fest.
Section 3 is included to present an annual update of accident statistics and trends This will include statistics at National, State, County, and City levels, and will draw on comparisons with other locations and years.
Section 4 itemizes issues raised by the public during the year and consequent actions taken.
Section 5 sets out the projects completed by the City in the report year.
Section 6 sets out the “on-going” projects in the City
Section 7 looks forward to covering future projects, subject topics, and policies under review by the Commission.
2. NEWS ITEMS AND EVENTS
● Assembly Bill 413 – Vehicles: Stopping, Standing Parking.
The Bill prohibits stopping, standing, and parking within 20ft on the approach side of a crosswalk or 15ft of a “built out” curb crosswalk.
● Assembly Bill 645 – Vehicles: Speed Safety Pilot Program.
The Bill authorizes the conducting of a speed safety system pilot program that would use speed cameras amongst other measures. These experiments would be carried out in Californian cities that include San Francisco, Oakland, and San Jose. ● Assembly Bill 43 – Vehicles: Speed Limit setting changes The bill allows jurisdictions flexibility in setting speed limits in certain locations, down to as low as 15 mph where appropriate.
● Bike Fest held in September - Highly successful with over 800 attending and will be repeated on 14th September this year.
3. 2024 ACCIDENT RECORDS & COMMENTARY
To measure progress towards “zero tolerance” on road accidents, TSC reviews the latest statistics from the City Police Department on traffic collisions. This excludes the I680 Freeway, which is outside the city’s jurisdiction.
Item 5.3
City Council Meeting Agenda - Page 7 of 89 - Monday, November 03, 2025 3 During the five years from 2020 to 2024, inclusive, the average annual collision numbers were:
● Total collisions: 260.4
● Injury collisions: 66.6
● Fatal collisions: 0.8
This data is for local streets and roads. Collisions on private property are not reported unless injury or hit-and-run collisions occur. These tend to be less than 10% of total collisions.
It is useful to apply some “benchmarking” to these figures. Compared to the USA nationally, on a per capita basis, the City of Pleasant Hill experienced:
● Less than 50% total collisions
● Less than 30% injury collisions
● Less than 20% fatal collisions
Compared to the State of California, the City had less than 25% fatal collisions. These comparisons are not exact but intended to provide some guidance. The Pleasant Hill data does not include the I-680 Freeway and is local city roads only, thus not reflecting a full cross section of road types that the national and state figures do.
Item 5.3
City Council Meeting Agenda - Page 8 of 89 - Monday, November 03, 2025 4 Each collision recorded in the City is allocated a primary collision factor (PCF) by the Police Department. The most frequent PCFs are:
● Driving at unsafe speeds
● Driving too closely
● Driver inattention/distraction
Locations where collisions have occurred most frequently are on Contra Costa Boulevard. This includes the major intersections on Contra Costa Boulevard and at the Monument intersection.
The fatal collisions during this 5-year period occurred at:
● Gregory Lane/Helen Drive
● Contra Costa Boulevard/Boyd Road
● Contra Costa Boulevard/Massolo Drive
● Taylor Avenue/Grayson Road
Many of these locations have some of the highest traffic volumes in the city.
4. ISSUES RAISED BY THE PUBLIC & ACTIONS
● Traffic Calming on Hook Avenue. Speed and traffic volume surveys to be carried out in 2025.
● No parking on Price Lane. Recommended for east side, south of Theo Drive. ● Pleasant Hill Road, Palo Verdes to Oak Park Boulevard. Speed and safety concerns. This was Part of the work funded by the Safe Routes to School Grant.

CITY COUNCIL STAFF REPORT
Meeting Date: November 3, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOULTION NO ___-25 DELEGATING AUTHORITY TO THE
CHIEF HUMAN RESOURCES OFFICER TO MAKE
DETERMINATIONS REGARDING INDUSTRIAL DISABILITY
SYNOPSIS
The City of Pleasant Hill is a contracting agency with the California Public Employees Retirement System ("CalPERS"). In the event CalPERS notifies a contracting agency that an application for industrial disability retirement has been filed, CalPERS requires that the contracting agency determine whether an employee of such agency is incapacitated or "disabled" from performing their job duties and, if so, whether their disability is an "industrial" disability. In making this determination, the contracting agency is required by CalPERS to make certain specified findings, determinations, and statements. The contracting agency must then certify its determination to the CalPERS Board, which will approve or disapprove the application for disability retirement based on the contracting agency's determination.
DISCUSSION
Background
When an employee has filed an application for disability retirement with CalPERS, the Public Employees' Retirement Law ("PERL") requires that the employing agency make two key determinations: first, that the employee is or is not "disabled;" and second, if the employee is disabled, that the disability is "industrial."
Under PERL, an employee is "disabled" if their condition renders them substantially incapable of performing their work duties either permanently or for an extended, uncertain period of time exceeding six months: Under PERL, an employee's disability is "industrial" if the disability resulted from an injury or disease arising out of and in the course of their employment.
Analysis
The City Council may delegate its authority to (1) make determinations regarding disability under Government Code Section 21152(c); (2) make determinations whether such disability is industrial; and (3) certify such determinations and all other necessary information to CalPERS. The Item 10.2
City Council Meeting Agenda - Page 35 of 89 - Monday, November 03, 2025 accompanying resolution delegates the authority to make these determinations to the Chief Human Resources Officer. Staff believes it is appropriate to delegate this authority in order to protect employees from having their personal medical information disclosed in public. Most other cities within Contra Costa County handle industrial disability determinations in this manner for the same reason.
FISCAL IMPACT
The cost of an industrial disability retirement will be included in the annual employer contribution rates determined by the PERS Actuarial Division for each such application for disability. The fiscal impact, if any, cannot be ascertained until those contribution rates are determined.
PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
RECOMMENDED CITY COUNCIL ACTION
Adopt the proposed resolution delegating authority to make determinations regarding industrial disability to the Chief Human Resources Officer.
ALTERNATIVES TO RECOMMENDED ACTION
None recommended.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
DELEGATING AUTHORITY TO MAKE DETERMINATIONS REGARDING INDUSTRIAL
DISABILITY TO THE CHIEF HUMAN RESOURCES OFFICER
WHEREAS, the City of Pleasant Hill is a contracting agency of the Public Employees' Retirement System; and
WHEREAS, the Public Employees' Retirement Law requires that a contracting agency determine whether an employee of such agency in employment in which the employee is classified as a local safety member is disabled for purposes of the Public Employees' Retirement Law and whether such disability is "industrial" within the meaning of such law; and WHEREAS, the City Council has determined that it may delegate authority under Government Code section 21173 to make such determinations to the incumbent of the position of Chief Human Resources Officer.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill that,
1. The City Council delegates to the incumbent of the position of Chief Human Resources Officer the authority to make determinations regarding disability under Government Code section 21152(c) and whether such disability is industrial and to certify such determinations and all other necessary information to the Public Employees' Retirement System.
2. The Chief Human Resources Officer is authorized to make applications on behalf of the Agency for disability retirement of all employees and to initiate requests for reinstatement of such employees who are retired for disability.

City Council Meeting Agenda - Page 37 of 89 - Monday, November 03, 2025
CITY COUNCIL STAFF REPORT
Meeting Date: November 3, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH CONTRA COSTA CERTIFIED FARMERS’
MARKETS (CCCFM) TO MANAGE AND OPERATE THE PLEASANT
HILL FARMERS’ MARKET FROM MAY 2, 2026, UNTIL APRIL 28, 2029
SYNOPSIS
The Contra Costa Certified Farmers’ Markets (CCCFM) has requested the use of Trelany Road adjacent to City Hall as the site for the Downtown Pleasant Hill Farmers’ Market from May 2, 2026, until April 28, 2029, to operate year-round on Saturdays from 9:00 am to 1:00 pm. Pleasant Hill Municipal Code requires City Council approval of an agreement between the City and the farmers’ market operator, and Staff recommends that the City Council adopt the proposed resolution authorizing the City Manager to execute an agreement with CCCFM.
DISCUSSION
Background
A farmers’ market has been held in downtown Pleasant Hill in the past, operating from 2000 through 2018. The market was previously located in various areas of Downtown including the City Hall parking lot, Crescent Drive in front of Century Theatres, and in the east plaza area near Jack’s Restaurant. In 2014 the market was relocated to City Hall on Trelany Road.
Since 2018 when a farmers’ market was last held in the City, the City has been looking to reestablish a farmers’ market in the downtown area of Pleasant Hill. The City has been working with CCCFM, which currently operates farmers’ markets in Orinda and Walnut Creek, to bring a farmers’ market back to Pleasant Hill. CCCFM, which was established in 1982, embraces its vision to support small family farms and educate communities about the benefits of eating healthy food and they are dedicated to supporting the development of local sustainable farming by cultivating vibrant farmers’ markets, which serve as community gathering places that celebrate local farmers, food producers, and artisans.
Item 10.3
City Council Meeting Agenda - Page 38 of 89 - Monday, November 03, 2025 In 2024, the Economic Development Committee received a presentation from CCCFM on a potential farmers’ market in Downtown Pleasant Hill. The Committee had a discussion and expressed its supportive for a farmers’ market in the City. Since then, City staff has been working with CCCFM to finalize an agreement for a farmers’ market for City Council’s consideration.
Analysis
Pursuant to the terms of the proposed three-year agreement, CCCFM’s farmers’ market would operate year-round every Saturday morning on Trelany Road, starting in May 2026. CCCFM has provided the following timeline for the weekly event:
Friday – Porta-potty drop off
Saturday – 7:00 am – 9:00 am Set-Up/Vendor Arrival
Saturday – 9:00 am – 1:00 pm Market Hours
Saturday – 1:00 pm – 3:00 pm Tear-Down/Vendor Departure Monday – Porta-potty pick up
Trelany Road will be closed to vehicle traffic between Gregory Lane to the north and the Ross parking lot entrance to the south, as shown on the attached Traffic Control Plan (Attachment C).
The City Hall parking lot will be used for vendor parking on the north side and cooking booths on the south side.
The proposed farmers’ market would include a variety of vendors including:
California Certified Agricultural Producers
Non-Certifiable Agricultural Producers (Dairy, Meat, Poultry, etc.) Producers of artisan food and non-food items
Community organization and business sponsors

Staff has been in contact with the Downtown Pleasant Hill Shopping Center, which raised no objections to the proposal. In addition to the agreement between the City and operator, the Municipal Code also requires administrative review and approval of a Special Event Permit, a copy of which is provided in Attachment C. The Special Event application has been reviewed by the City and, if the Council provides direction to execute the contract, Staff will complete the process to issue the Special Event permit with conditions.
Item 10.3
City Council Meeting Agenda - Page 39 of 89 - Monday, November 03, 2025 If Council provides direction to enter into a contract with CCCFM, the result will be a farmers’ market that provides the community with locally-grown, healthy food options. CCCFM is an established non-profit that successfully operates multiple city farmers’ markets, and Staff believes CCCFM has the requisite ability and established track-record to ensure a successful reestablishment of the farmers’ market in Downtown Pleasant Hill.
FISCAL IMPACT
The proposed three-year agreement includes a clause requiring the City to provide the operator a reimbursement of up to $8,500 for the first year to cover the cost of portable restrooms and wash stations, including delivery and pickup. No other payment or reimbursement is required after the first year. Funds for this one-time payment would originate in the Economic Development Division Budget, which has adequate funds to support this cost.
PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

CITY COUNCIL STAFF REPORT
Meeting Date: November 3, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
SUBJECT: AMERICAN RESCUE PLAN ACT (ARPA) FUNDS UPDATE
SYNOPSIS
The City of Pleasant Hill received $8.3 million through the American Rescue Plan Act (ARPA).
The City Council has spent $7.1 million through June 30, 2025, and has obligated the remaining $1.2 million.
DISCUSSION
On March 11, 2021, the American Rescue Plan Act (ARPA) signed into law a $1.9 trillion stimulus bill to assist with the impacts of COVID-19. Among other provisions, ARPA established a State and Local Fiscal Recovery Fund, which provided $130 billion for local governments, to enable them to continue to support the public health response and assist with economic recovery. Eligible costs must be expended between March 3, 2021, and December 31, 2026, and obligated by December 31, 2024.
The City of Pleasant Hill received $8.3 million in ARPA funds. On April 18, 2022, the City Council adopted Resolution No. 28-22, which elected the $10 million standard allowance under the revenue loss category. The standard allowance simplified the ARPA administration for staff and eligible costs in the revenue loss category “Government Services.” ARPA has defined “Government Services” broadly to include any service traditionally provided by a government (PP.9 of the Coronavirus State & Local Fiscal Recovery: Overview of the Final Rule) while excluding only a few ineligible costs, such as debt service, additional pension payments, and legal settlements.
The following is a summary of allocations and expenditures approved by the City Council as of June 30, 2025:

CITY COUNCIL STAFF REPORT
Meeting Date: November 3, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. __-25 TO AUTHORIZE THE REALLOCATION OF AMERICAN RESCUE PLAN ACT (ARPA) FUNDS
FROM THE CITY HALL POND AND FOUNTAIN REHABILITATION
PROJECT NO. 01-24 TO THE GOVERNMENT SERVICES PROGRAM
CATEGORY AND TRANSFER AN EQUIVALENT AMOUNT OF
GENERAL FUND MONIES TO THE CITY HALL POND AND FOUNTAIN
REHABILITATION PROJECT NO. 01-24
SYNOPSIS
The City Hall Pond & Fountain Rehabilitation Project (Project) No. 01-24 is included as a funded project in the approved Fiscal Year 2024/2029 Capital Improvement Plan (FY 2024/2029 CIP).
The purpose of this item is for the City Council to authorize the re-allocation of ARPA funds from the Project to the Government Services Program Category and that an equivalent amount of General Fund monies be transferred to the Project for completion of the work. The Budget Committee reviewed this proposal at the October 6, 2025 meeting and recommend approval to the City Council.
DISCUSSION
Background
The Project is funded through ARPA, the Americans with Disabilities Act (ADA) Improvement Program (Gas Tax Fund 301), the Sidewalk Maintenance Program (Measure J-306), and Measure K funds.
The existing shallow, concrete lined pond was last serviced in 2010. It suffers from poor water quality and proliferation of algae and sediment. Additionally, the mechanical equipment needs to either be serviced, cleaned, and/or replaced. The existing fountain conveys hard and abrasive well water, which has caused extensive damage to the fountain’s tile by removing most of the grout and protective coating of the tiles, creating an unattractive appearance to the water feature. The original plaza/donor memorial walkway is composed of concrete and decorative tiles, and over time the Item 10.5
City Council Meeting Agenda - Page 63 of 89 - Monday, November 03, 2025 elastomeric seal along the tile edges has failed, allowing water to settle beneath the tiles, causing them to crack/break, creating a potential tripping hazard.
The project as proposed will separate the pond into two bodies of water, a main chlorinated lake and a smaller, non-chlorinated koi/turtle pond. The fountain will be remodeled, including the replacement of the existing fountain tile with new decorative tile bonded with an epoxy grout, which is resistant to the damaging effects of the hard well water that supplies the lake/pond. The fountain will continue to circulate the chlorinated water in the main lake, and the koi pond will have an independent oxygenation system for the koi and turtles. The concrete plaza will be expanded to separate the new koi pond from the main lake and additionally will be upgraded with new surfaces to meet current ADA requirements. The Project also includes new plumbing system for both bodies of water, HVAC, electrical, landscaping, and water displays.
The project was put out to public bid in October 2024, and City Council awarded the project to the apparent low bidder on December 2, 2024. The project agreement was not executed, and the resulting lawsuit has prevented staff from rebidding the project at this time.
Analysis
The Project is partially funded by $870,00.00 of ARPA funds. ARPA funds needed to be obligated by December 31, 2024, and spent by December 31, 2026.The City has already spent $230,467.06 on design and engineering work in support of the project. The remaining $639,532.94 in ARPA funds were to be obligated upon execution of the construction contract. The project agreement was not executed, such that the City must re-bid the project, but because we are past the December 2024 deadline, the City cannot re-obligate the ARPA funds.
As mentioned above, ARPA funds can only be used for projects or programs that have an obligation as of December 31, 2024, which includes authorizing transfers from existing open ARPA projects and programs. On December 2, 2024, the City Council authorized the obligation of the Government Services Program Category by designating police and public works positions to meet the requirements of the U.S. Treasury (Resolution No. 80-24) as an option to expend remaining ARPA funds. Therefore, Staff is recommending the remaining ARPA funds for the pond and fountain project be re-allocated to the Government Services Program Category, which is designated for personnel assigned for police and maintenance workers expenditures in the General Fund. Additionally, since ARPA funds will be re-assigned to cover General Fund expenditures, staff is recommending the City Council allocate the equivalent amount of General Fund dollars to the City Hall Pond and Fountain Rehabilitation Project No. 01-24.
Acceptance of this proposal by the City Council will authorize the transfer of $639,532.94 in ARPA funds from the Project to the Government Services Program Category, and an equivalent Item 10.5

FISCAL IMPACT
The fiscal impact includes the transfer of $639,532.94 in ARPA funds from the City Hall Pond and Fountain Rehabilitation Project to the Government Services Program Category, and an equivalent amount of General Fund monies ($639,532.94) be transferred to the City Hall Pond and Fountain Rehabilitation Project.

CITY COUNCIL STAFF REPORT
Meeting Date: November 3, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. ____-25 AUTHORIZING APPROPRIATION
OF AMERICAN RESCUE PLAN ACT FUNDS TO FUND ADDITIONAL
DIGITIZATION SERVICES AND INDEXING OF CITY ARCHIVES AND
AUTHORIZING THE CITY MANAGER TO EXECUTE THE FIRST
CONTRACT AMENDMENT TO THE PROFESSIONAL SERVICES
AGREEMENT WITH BMI IMAGING SYSTEMS, INC.
SYNOPSIS
In November 2023, the City Council adopted a resolution authorizing the City Manager to execute an agreement with BMI Imaging Systems, Inc. for the provision of digitization and indexing services for the City’s archival records, in an amount not to exceed $336,568. The resolution further appropriated $350,000 from the American Rescue Plan Act (ARPA) funds to support the project.
To date, approximately 85 percent of the City’s archival collection has been scanned and digitized.
In order to complete the remaining portion of the project, an additional $50,946.29 in funding is required. Staff recommends that the City Council authorize the appropriation of ARPA Funds to fund additional digitization services and indexing of City archives and authorize the City Manager to execute the first contract amendment with BMI Imaging, Inc. to increase the existing agreement by $50,946.29 to use the remaining $13,432 from the initial $350,000 ARPA allocation, together with a reallocation of $21,559.25 from the completed ADU Planning Project ARPA funds, and $15,955.04 from the Fiscal Year 2025–26 Information Technology Budget, to fully fund the remaining project costs.
The Budget Committee reviewed this item at its meeting on October 6, 2025, and recommended City Council approval.
DISCUSSION
Item 10.6
City Council Meeting Agenda - Page 68 of 89 - Monday, November 03, 2025 Background
Over its history since November 1961, the City has amassed a significant footprint of records, plans, and reports, which are stored in perpetuity at City Hall. Not only are these archives occupying valuable, limited real estate at City Hall, but they will also slowly deteriorate over time or could be accidentally destroyed due to unforeseen circumstances.
As technology continues to advance, the conversion of physical documents into digital formats has become increasingly important for efficiency, accessibility, reliability, and security.
On November 6, 2023, the City Council approved Resolution No. 74-23 authorizing the City Manager to execute an agreement with BMI Imaging Systems, Inc. for digitization services and indexing of City archives for an amount not to exceed $336,568. The resolution specified a $350,000 budget allocation of ARPA funds the project.
At the time, staff and BMI Imaging Systems, Inc. surveyed all of the City’s archives and roughly estimated there were 2,048,000 pages of documents and 114,340 pages of large architectural plans to be scanned and digitized. The amount of $336,568 for the project was derived based on assumptions of the estimated volume.
Since November 2023, staff has been working diligently with BMI Imaging to complete the project by the end of 2025. At this juncture, approximately 85 percent of the City’s archives have been scanned and digitized, and the funds from the existing agreement are nearly depleted. The cost overrun from the original proposal was primarily due to two factors. First, the Planning Division required color scans instead of black and white after determining that photos and colored paper in the documents were not adequately captured in black-and-white format. Second, the Engineering Division underestimated the total volume of documents requiring scanning within the division.
Analysis
Staff, in coordination with BMI Imaging Systems, has determined that completion of the remaining 15 percent of the City’s archival digitization and indexing project will require an additional appropriation of $50,946.29. To provide for the necessary funding, staff has identified the following sources: (1) ARPA funds totaling $34,991.25, consisting of the remaining balance of $13,432 from the original $350,000 project allocation (net of the executed agreement amount of $336,568) and an unexpended balance of $21,559.25 from the completed ADU Planning Project; and (2) Information Technology Division funds in the amount of $15,955.04 from the Fiscal Year 2025–26 Budget.
The Finance Division has verified the availability of these funds to support the proposed allocation.
The Budget Committee reviewed this item at its meeting on October 6, 2025, and has recommended approval by the City Council.
FISCAL IMPACT
The fiscal impact is the use of the remaining $13,432 from the initial $350,000 ARPA allocation Item 10.6
City Council Meeting Agenda - Page 69 of 89 - Monday, November 03, 2025 and the transfer of $21,559.25 from the ADU Planning Project ARPA funds, along with $15,955.04 from the Fiscal Year 2025–26 Information Technology Budget, to complete the digitization project. Staff has confirmed with the Finance Division that these funds are available to cover the requested allocation.
Adopt the proposed resolution authorizing the appropriation of ARPA Funds to fund additional digitization services and indexing of City archives and authorizing the City Manager to execute the first contract amendment with BMI Imaging, Inc. to increase the existing agreement from $336,568 to $387,514.29. Thereby an increase of $50,946.29 as recommended by the Budget Committee. In addition, approve the funding from the utilization of the remaining $13,432 from the initial $350,000 ARPA allocation, transfer of $21,559.25 from the completed ADU Planning Project ARPA funds to this project, and $15,955.04 from the Fiscal Year 2025–26 Information Technology Budget. Finally, Authorize the City Manager to execute the first amendment to the professional services agreement with BMI Imaging Systems, INC.
