CITY COUNCIL STAFF REPORT
Meeting Date: November 17, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: AUTHORIZING THE CITY MANAGER TO EXECUTE A

PROFESSIONAL SERVICES AGREEMENT WITH CURTIS BLUE LINE

FOR THE PURCHASE OF NIGHT VISION GOGGLES FOR THE

POLICE DEPARTMENT

SYNOPSIS
This item will consider authorizing the City Manager to execute a Goods and Services Agreement with Curtis Blue Line for the purchase of night vision goggles for Police Department staff.

DISCUSSION
Background
The Police Department applied for and was awarded $53,070 from the FY 2024 State Homeland Security Grant Program (SHSGP) to purchase five sets of night vision goggles for officers assigned to the Central County SWAT Team. On June 3, 2025, the City Council adopted a resolution to accept the grant.

Analysis
Staff issued a Request for Proposals (RFP) on September 23, 2025, to six qualified vendors known to supply the night vision goggles and advertised the RFP on the City’s website. In response, Curtis Blue Line was the only contractor to submit a responsive bid proposal for the City’s consideration by the October 21, 2025, deadline.

Curtis Blue Line is a local business based in Dublin, California. Staff has reviewed their proposal and has determined them to be a responsible and responsive bidder. The Curtis Blue Line team has previously completed a number of comparable projects for police agencies in the Bay Area, and staff believes they have the expertise and professional competency that will result in a successful project delivery within the project schedule and budget.

FISCAL IMPACT
Curtis Blue Line’s proposal is in the amount of $48,419.63. The proposal is complete and acceptable, considering the scope of the night vision goggles’ technical specifications and capabilities. It is reasonable to include a contingency of $4,000, bringing the total purchase costs to $52,419.63. These costs are to be funded using General Funds, which will be reimbursed through the FY 2024 SHSGP funding. The Finance Division has confirmed that these funds are available.

PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.

RECOMMENDED CITY COUNCIL ACTION
Adopt the Resolution authorizing the City Manager to execute a Goods and Services Agreement with Curtis Blue Line for the purchase of five sets of night vision goggles.

ALTERNATIVES TO RECOMMENDED ACTION
None recommended.
