A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A GOODS AND SERVICES
AGREEMENT WITH CURTIS BLUE LINE FOR THE PURCHASE OF FIVE SETS OF
NIGHT VISION GOGGLES FOR THE POLICE DEPARTMENT
WHEREAS, The Police Department applied for and was awarded $53,070 from the FY 2024 State Homeland Security Grant Program to purchase five sets of Night Vision goggles for use by officers assigned with the Central County SWAT team, and WHEREAS, the City Council authorized the City Manager to execute a Memorandum of Understanding with the County of Contra Costa Office of the Sheriff to accept $53,070 from FY 2024 State Homeland Security Grant Program for the purchase of night vision goggles; and WHEREAS, the City Council authorized a budget increase for grant revenues and appropriate budget for the State Homeland Security Grant Program in Fiscal Year 2025-2026; and WHEREAS, The City issued a Request for Proposals (RFP) on September 23, 2025, to six qualified firms known to supply this type of equipment and advertised the RFP on the City’s website.
Curtis Blue Line was the only firm to submit a responsive bid proposal for the City’s consideration by the October 21, 2025, deadline; and
WHEREAS, Curtis Blue Line has submitted a proposal to the Police Department that is complete and acceptable.
WHEREAS, Staff has reviewed Curtis Blue Line’s proposal and has determined them to be a responsible and responsive bidder; and
WHEREAS, the City of Pleasant Hill desires to utilize the services of Curtis Blue Line, for the purchase of night vision goggles; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Pleasant Hill:
1. Authorizes the City Manager to execute a Goods and Services Agreement with Curtis Blue Line for the purchase of five sets of night vision goggles in an amount not to exceed $48,419.63.
2. Authorizes a Goods and Services Agreement contingency in the amount of $4,000 for a total project cost not to exceed $52,419.63.
