CITY COUNCIL STAFF REPORT
Meeting Date: December 15, 2025
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. -25 AUTHORIZING A REQUEST TO THE
METROPOLITAN TRANSPORTATION COMMISSION FOR THE
ALLOCATION OF FY 2026/2027 TRANSPORTATION DEVELOPMENT
ACT ARTICLE 3 PEDESTRIAN/BICYCLE PROJECT FUNDING FOR
THE TAYLOR BOULEVARD (LUCILLE LANE TO CIVIC DRIVE)
SIDEWALK INSTALLATION PROJECT
SYNOPSIS
The purpose of this item is to consider adopting a Resolution to authorize the Public Works Director to submit a State Transportation Development Act (TDA) Article 3 grant application in the amount of $250,000 for the construction of the Taylor Boulevard (Lucille Lane to Civic Drive) Sidewalk Installation Project.
DISCUSSION
Background
The Metropolitan Transportation Commission (MTC) notified agencies of available TDA grant funds in October 2025. Eligible projects may include sidewalk improvements; pedestrian and bicycle crossing improvements; on-street or off-street bicycle facilities; and development of bicycle safety education programs or plans. The basic objectives of the TDA grant program are to increase the safety and efficiency of bicycle and pedestrian travel, and to encourage alternative modes of transportation. The MTC requires a supporting Resolution from the City Council to be eligible for grant funds.
The TDA program allows the City to submit one grant application per fiscal year. The grant award process has historically been very competitive. Although agencies are not required to provide a local funding match for the grant, it is strongly encouraged in order to remain competitive in the grant selection and award process.
The City received previous TDA grant funds in the amount of $152,800 for the Taylor Boulevard and Civic Drive Signal and Pathway project. This project provided for the installation of a new traffic signal at Taylor Boulevard and Civic Drive and a new ADA path of travel on the north side of Taylor Boulevard between Ruth Drive and Civic Drive. The Taylor Boulevard (Lucille Lane to Civic Drive) Sidewalk Installation will close the sidewalk gap between Morello Avenue and Contra Costa Boulevard, and when complete, will provide a continuous ADA accessible path of travel for residents to walk or bike to/from Gregory Gardens Elementary School, Valley View Middle School, College Park High School, Diablo Valley College, City Police Department, Community Center, YMCA, and other office complexes along Taylor Boulevard.
Analysis
Given the requirement for TDA funds to be used for bicycle/pedestrian improvements, the proposed Taylor Boulevard Sidewalk Installation Project (Project) was identified as the candidate project for the Fiscal Year 2026/2027 grant application. The Project will replace approximately 850 feet of existing non-compliant asphalt path located on the south side of Taylor Boulevard between Lucille Lane/Norse Drive and Civic Drive with a new six-foot-wide ADA compliant concrete sidewalk. The project will also upgrade the existing non-compliant ADA curb ramps at the southeast corner of the intersection of Taylor Boulevard and Lucille Lane/Norse Drive and rehabilitate the existing east crosswalk at the intersection of Taylor Boulevard and Lucille Lane/Norse Drive. This section of Taylor Boulevard is identified as a high priority corridor in the City’s approved Bicycle and Pedestrian Master Plan (BPMP); therefore, as part of the project, the existing striping and markings of the eastbound bike lane along Taylor Boulevard, will be upgraded consistent with the recommendations outlined in the BPMP.
Taylor Boulevard is a busy principal arterial in the City of Pleasant Hill with a traffic volume of 16,000 vehicles per day. Residents and pedestrians are currently reluctant to utilize Taylor Boulevard as a safe path of travel due to the high volumes of motorized traffic. The proposed sidewalk is needed to provide students, residents, and bicyclists a safe means of access to the many facilities in the area. The proposed project will encourage walking/biking to schools and other civic destinations from the surrounding neighborhoods.
In November 2025, staff submitted a preliminary application for the Taylor Boulevard Sidewalk Installation Project to the Countywide Bicycle Advisory Committee (CBAC) for review as required.
FISCAL IMPACT
The project improvement cost, including design and construction, is estimated at $411,996, of which staff is seeking $250,000 in TDA grant funds. To match TDA grant funds, $161,996 from Measure K and Gas Tax funds would be used to fund the remaining estimated project cost. If the TDA grant application is successful, funds would become available in November 2026, and construction costs would have to be incurred before June 30, 2029.
