CITY OF PLEASANT HILL PEDESTRIAN CROSSING ENHANCEMENTS PROJECT 1 SECTION 2 EXECUTIVE SUMMARY
PROJECT UNDERSTANDING
The City of Pleasant Hill secured Transportation
Development Act (TDA) Article 3 funds to install
Rectangular Rapid Flashing Beacons (RRFBs) and
Americans with Disabilities Act (ADA) crossing
improvements at four frequently used pedestrian
crossings in the City – Westover Drive at Contra
Costa Canal Trail, Doris Drive at Linda Drive,
Pleasant Hill Road at Teigland Road and Lucinda
Lane, and Pleasant Hill Road at Wood Creek Place.
The four project locations were identified by City
sta
as candidates for crossing improvements due
to their location along heavily used pedestrian
routes. The DKS team has visited the existing
crossings to identify risk factors and recommend
improvements to mitigate these risks. The proposed
improvements will address the current deficiencies
by providing ADA accessibility and increasing
visibility of crossing pedestrians. Updating the
existing infrastructure to meet the latest design
standards will enhance safety and improve access
to key community destinations, such as trails, parks,
schools, and commercial areas.
APPROACH AND METHODOLOGY
Our approach starts with advancing our
understanding of the existing conditions, then
identifying cost-saving improvements needed to
construct new ADA ramps, RRFBs, street lighting,
and crossing striping and signage at each of the
four crossings. Bulb-outs and/or raised crossings
may be recommended to enhance safety for
pedestrians by improving visibility and providing
tra
c calming. However, because these civil
improvements will require drainage modifications
and other utility adjustments, preliminary cost
estimates will be prepared to evaluate the feasibility
of these enhancements and ensure the final
recommendations align with the project’s funding.
DKS will conduct a lighting analysis at each crossing
to determine if a proposed street light is needed
to meet City requirements. To minimize the need
for extensive PG&E coordination, we can leverage
our existing relationships with RRFB and street
lighting vendors to confirm if the existing crossing
conditions allow for solar-powered equipment.
Existing Mid-block Crossing on Westover Drive at Contra Costa Canal Trail 2 We are well prepared to establish design consensus
through early public outreach and stakeholder
participation. Our graphics team will support the
project with an outreach plan and materials for
public engagement. DKS will coordinate with the
East Bay Regional District (EBRPD) and Contra
Costa County during design meetings to confirm
cross-jurisdiction consistency and develop longterm maintenance responsibilities.
The team understands the City must comply
with the California Environmental Quality Act
(CEQA) as part of the project approvals. Given
the nature of the proposed improvements, GPA
anticipates the project will qualify for a CEQA
Categorical Exemption (CE). The scope of work
includes an optional Initial Study (IS) task, pending
the final determination of the appropriate CEQA
documentation level.
WORK PLAN
Our proposed work plan is based on our
understanding of the project needs and our
experience with similar projects. We have
developed a series of tasks in our work plan that
will provide a framework to e
ciently and coste
ectively deliver the project.
SCHEDULE
We anticipate completing the final design for
the project by July 2026. We are committed to
delivering the final design in advance of the City’s
target to begin construction in the Summer of 2026.
CONSULTANT CAPABILITIES
Our team consists of DKS as the prime consultant
(civil, electrical, signing, and striping services) with the support of GPA Consulting (environmental
planning) and PLS Surveys (topographic surveys).
Together, we bring a team of experts in bicycle and
pedestrian safety assessment and improvements.
This team has a long history of working together to
deliver high-quality PS&E packages for agenices
in the Bay Area. DKS and GPA Consulting recently
worked together on the San Leandro I-880 ICM
Project, which was also funded by MTC and
completed this year.
Working with 300+ public agencies throughout
California, our knowledge of local agency trac
engineering and transportation needs and our
familiarity with regional requirements will assist
the City in completing this critical project.
DKS understands that seamless cross-agency coordination is vital for project success. We recently demonstrated this principle while assisting the City of San Leandro with maintenance agreement discussions for the I-880 ICM Project. Our team led coordination meetings and hosted equipment demonstrations to find a viable solution addressing concerns from both agencies. These efforts resulted in a successful negotiation that exempted the City from future maintenance obligations at a Caltrans intersection.
CITY OF PLEASANT HILL PEDESTRIAN CROSSING ENHANCEMENTS PROJECT 3 SECTION 3 PROJECT UNDERSTANDING AND APPROACH
PROJECT SUMMARY
The City is seeking a qualified firm to design
Rectangular Rapid Flashing Beacons (RRFBs),
pedestrian-scale lighting, ADA-compliant curb
ramps, and other crossing improvements at the
following locations:
LOCATION #1: Existing mid-block crossing on
Westover Drive at Contra Costa Canal Trail
between Westover Lane and Maurel Lane
LOCATION #2: Proposed crossing on Doris Drive
at Linda Drive
LOCATION #3: Existing crossing on Pleasant
Hill Road at Teigland Road and Lucinda Lane
LOCATION #4: Proposed crossing on Pleasant
Hill Road at Wood Creek Place
During our preparation of this proposal, we
conducted a preliminary field reconnaissance at
each of the study locations and observed pedestrian,
bicyclist, and vehicular travel behaviors to help in our understanding of the project. This background work
conducted by our team will be critical in ensuring the
designs meet the City’s goals of improved pedestrian
safety, ADA compliance, corridor connectivity, and
cross-jurisdiction design consistency.
LOCATION #1
The Contra Costa Canal Trail is a popular mixed-use
corridor that provides key access to several parks
and schools in the City of Pleasant Hill. The proposed
design for the existing mid-block crossing on
Westover Drive will include the following elements:
• Installing new ADA-compliant curb ramps at the
trail crossing on both sides of the street.
• Replacing existing W11-2 and W16-7P
“Pedestrian Crossing” signs with double-sided
RRFBs on either side of the crossing
• Replacing AC pavement or performing grinding
and overlay treatment to correct the roadway
crown for improved crossing comfort
• Adding high visibility crosswalk striping and
advanced yield pavement markings along with
R1-5 “Yield to Pedestrians” signs
• Restricting parking on both sides of the trail
crossing per local standards
• Coordinating with the East Bay Regional District
to confirm design standards and consistency
with other trail crossings along the corridor
Additional recommendations include tra
c calming
measures that will improve pedestrian safety similar
to the raised crosswalk at the Contra Costa Canal
Trail crossing at Oak Park Boulevard pictured below.
Example from Contra Costa Canal Trail at Oak Park Boulevard CITY OF PLEASANT HILL PEDESTRIAN CROSSING ENHANCEMENTS PROJECT 4 Adding curb extensions on both sides of the
crossing will shorten the crossing length and
increase the visibility of the pedestrians, bicyclists, and RRFBs around nearby street parking. This
work will coincide with the pavement replacement
improvements, allowing our team to ensure the
stormwater maintains the same pattern as the
existing system. The civil constraints would include
needing to install stormwater catch basins or inlets
connected to the existing drainage pipes on the
south side of the street to prevent ponding around
the crossing.
The crossing is currently illuminated by a single
34 Watt LED existing street light attached to a
utility pole on the south side of the roadway. Our
team will conduct a lighting analysis to determine
if the light level at the crossing meets the City’s
requirements. If applicable, our design will include
a new light pole to provide the appropriate
illumination for the crossing. Solar-powered
lighting and RRFBs may be recommended to
reduce coordination with PG&E if preferred.
LOCATION #2
There is currently no crossing on Doris Drive at
Linda Drive to provide direct access for the high
pedestrian tra
c traveling between the Gregory
Village Shopping Center and the adjacent Salvation
Army facility. Due to the existing sidewalk alignment
and proximity of multiple commercial driveways, a
crossing on the west side of Linda Drive appears
to be the best alignment for the new crossing.
Our team will work with City sta
to review the
proposed crossing location and develop a design
that addresses the following constraints:
• The existing curb ramps are not ADA-compliant
• The existing drainage consists of a valley gutter
that crosses the approach of Linda Drive along
the south side of Doris Drive
• Utility poles, guy wires, and utility covers will
impact the ramp footprint on the south side
• The existing right-of-way and shopping center
building structure may restrict the ADA ramp
footprint and grading options on the north side
• The existing roadway crown is very steep and
uncomfortable for crossing
• There is no existing street lighting at the
intersection
• There is consistent vehicular tra
c utilizing
nearby street parking and the Chevron and
Shopping Center driveways on Doris Drive,
just east of Linda Drive, which causes visibility
challenges for pedestrians
Our team will provide a design that includes new
double-sided RRFBs, high visibility crossing striping
and advance signage, pedestrian lighting, and ADAcompliant curb ramps for both Linda Drive corners and the Doris Drive northern sidewalk. We will
assess the design feasibility and cost implications
of installing curb extensions (bulb-outs) on both
sides of Doris Drive to address the existing site
constraints. Though curb extensions will reduce
the available street parking, the benefit is that
they may minimize or eliminate the need for utility
adjustments by providing more space for the new
curb ramp layout on each side of the crossing. An
ADA-compliant, lockable sidewalk trench drain can
be installed along the existing curb line to mitigate
potential impacts to the drainage system.
Existing Pedestrian Travel Path across Doris Drive at Linda Drive CITY OF PLEASANT HILL PEDESTRIAN CROSSING ENHANCEMENTS PROJECT 5 LOCATION #3
The existing crossing on Pleasant Hill Road at
Teigland Road is heavily used by pedestrians as an
access route to Pleasant Hill Elementary School via
Lucinda Lane. The crossing currently consists of
crosswalk striping and double-sided signage with
no sidewalks or ramps. The community has already
installed reflective flags as an additional safety
measure at the crossing, indicating a key concern for
visibility issues. To ensure adequate pedestrian safety, the design may include the following improvements:
• Installing double-sided RRFBs on both sides of
the crossing
• Providing high visibility crosswalk striping and
advanced yield pavement markings along with
R1-5 “Yield to Pedestrians” signs
• Improving the AC pavement to provide ADAcompliant landing areas and a 4’ minimum walkable connection to Lucinda Lane on the
east side of Pleasant Hill Road
• Adding colored paint curb-extensions and
hardscaped, vertical features (such as plastic
bollards, posts, or curbing) on either side of the
crossing and along the west side of Pleasant
Hill Road between Teigland Road and Lucinda
Lane
• Adding truncated dome plates on both sides of
the crossing
• Installing street lighting to improve crosswalk
visibility
• Coordinating with Contra Costa County to
confirm design standards and consistency as
well as jurisdictional maintenance requirements
Proposed sidewalk and curb-ramp improvements
are not initially recommended at this location
to maintain consistency with the surrounding
infrastructure. The DKS team will collaborate with
City and County sta
to evaluate strategies for
improving pedestrian comfort and safety between
Tiegland Road and Lucinda Lane, including
methods like the asphalt curbing currently used to
protect nearby utility poles.
LOCATION #4
Pleasant Hill Road is an important corridor for
access to Pleasant Hill Elementary. The existing
infrastructure at Wood Creek Place currently does
not align with the pedestrian travel behavior in the
area. Both east corners of Wood Creek Place will
require upgrades to meet ADA standards and a new
crossing is needed to provide access to the wider
sidewalk facilities on the west side of Pleasant
Hill Road. We have observed the existing utility
poles, overhead wires, and driveways currently
constraining the project intersection.
Our team is prepared to explore design alternatives
with City sta
to evaluate and agree on a safe,
convenient, and cost-e
ective crossing solution. We
have highlighted two alternative designs for a new
crosswalk on Pleasant Hill Road:
Existing Pedestrian Facilities on Pleasant Hill Road at Lucinda Lane CITY OF PLEASANT HILL PEDESTRIAN CROSSING ENHANCEMENTS PROJECT 6 Alternative 1: A North-leg Crosswalk with East
Curb Extension. This alternative would construct
a conventional bulb-out on the northeast corner to
accommodate two directional ADA ramps without
impacting the existing utility pole. The benefit
of this layout is that it aligns well with the west
sidewalk where there are no driveways that could
conflict with an ADA ramp design. Additionally, the
bulb-out provides space for proposed RRFB and
street lighting equipment, improves pedestrian
visibility for approaching vehicles, and tightens
the turning radius for vehicles leaving Wood
Creek Place. The drawbacks of this design are the
potential misalignment with the current pedestrian
travel path and the failure to resolve conflicts with
right-turning vehicles.
Alternative 2: A Mid-block Crosswalk with Curb
Extension. A mid-block crossing could be installed
south of Wood Creek Place to better align with
the natural travel pattern of pedestrians crossing
Pleasant Hill Road. The new crossing location
provides the added benefit of restricting the
number of vehicular conflicts and aligning vehicles
head-on (perpendicularly) to the crosswalk. This
alternative avoids conflicting with the driveways
across from Wood Creek Place and includes a
curb extension to provide a 4’ minimum clearance
around the utility pole in the middle of the east
sidewalk. To achieve the curb extension, however,
the existing bike lanes would need to be reduced to
6’ and the centerline shifted 3’ to the west.

CITY OF PLEASANT HILL PEDESTRIAN CROSSING ENHANCEMENTS PROJECT 14
SUISUN CITY, RECTANGULAR RAPID FLASHING BEACONS (RRFB) PROJECT DKS enhanced pedestrian safety for the City
of Suisun City by designing RRFBs at three
crossings. One location was a mid-block crossing
that was constrained by an existing driveway.
The team developed two alternatives for the City
that prioritized ADA compliance while minimally
impacting the current pedestrian travel path. The
team advanced the preferred design of a floating
island and Case F ramp, which successfully shifted
the crosswalk out of the existing driveway ramp,
increased pedestrian visibility for approaching
vehicles, and minimized drainage impacts from the
civil design.
CITY OF BERKELEY, WOOSLEY-FULTON BICYCLE BOULEVARD PROJECT DKS recently provided design documents for the
installation of RRFBs at three locations and a PHB at
two locations. Our Team worked with vendors to find
the best, innovative equipment to serve the project
needs. The project included passive detection for
a bicycle crossing, new PG&E service connections,
and solar powered lighting and RRFBs. DKS is
currently supporting the City with construction
services including review of equipment submittals
and addressing contractor questions.
CITY OF OAKLAND, 7TH STREET AT-GRADE CROSSING AT LAKE MERRITT DKS provided transportation engineering
assistance to enhance connectivity in the City of
Oakland’s active transportation network. While an
undercrossing under 7th Street at the Lake Merritt
channel currently exists, it is subject to occasional
flooding. With safety being the biggest concern,
many pedestrians are not comfortable traversing
through a tunnel and therefore would prefer the
openness and visibility of an at-grade crossing.
DKS provided conceptual design and cost
estimates for three pedestrian crossing alternatives
(tra
c signal, hybrid beacon, enhanced crossing)
for the at-grade crossing. A final design PS&E was
developed for the selected RRFB alternative.

CITY OF PLEASANT HILL PEDESTRIAN CROSSING ENHANCEMENTS PROJECT 48 DKS has reviewed the City’s standard Agreement for Design Professional Services and has the following exception to be discussed for modification prior to executing the agreement:
We would request “(with counsel of City’s choosing)” under Section 9a to be revised to “(with counsel of City’s approval),” as the current language is too broad and uninsurable. We feel it is a conflict of interest for the City to have unrestricted discretion in selecting legal counsel for DKS.

SECTION 9 PROPOSAL VALIDITY
DKS can comply with the City’s insurance requirements. To the best of our knowledge, DKS does not have any potential conflicts of interest. This proposal shall be valid for 120 days from the proposal submission deadline.
