A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A DESIGN PROFESSIONAL
SERVICES AGREEMENT WITH DKS FOR ENGINEERING DESIGN SERVICES FOR THE
PLEASANT HILL PEDESTRIAN CROSSING ENHANCEMENTS PROJECT
WHEREAS, the Contra Costa Canal Trail crossing at Westover Drive, the crossing at Doris Drive and Linda Drive, the crossing at Pleasant Hill Road at Teigland Road and Lucinda Lane, and the crossing at Pleasant Hill Road at Woodcreek Place are identified as priority crossings in the Bicycle and Pedestrian Master Plan;
WHEREAS, the City wishes to design new RRFBs at Contra Costa Canal Trail at Westover Drive, Doris Drive and Linda Drive, Pleasant Hill Road at Teigland Road and Lucinda Lane, and Pleasant Hill Road at Woodcreek Place; and
WHEREAS, in Fiscal Year (FY) 2024-2029 Capital Improvement Plan (CIP) allocated $56,000 for the previously identified Contra Costa Canal Trail/Westover Rectangular Rapid Flashing Beacons (RRFB) Installation; and
WHEREAS, on November 4, 2025, the Public Works Department issued a Request for Proposals to solicit engineering design services for this project to 11 local civil engineering design consulting firms known to perform this type of work; and WHEREAS, DKS, LCC, and Sanbell have submitted responsive proposals to the Engineering Division; and
WHEREAS, Staff reviewed each proposal and conducted oral interviews with DKS, LCC, and Sanbell; and
WHEREAS, DKS was ranked highest based on the following criteria: qualification of the project team and members, project understanding, innovative project design, and ability to meet the project schedule.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Pleasant Hill authorizes the City Manager to execute a Design Professional Services Agreement in a form approved by the City Attorney with DKS for design engineering services for the Pleasant Hill Pedestrian Crossing Enhancement Project in an amount not to exceed $201,175.
BE IT FURTHER RESOLVED, that the City Council of the City of Pleasant Hill authorizes the transfer of $56,000 from FY 2024-2029 Contra Costa Canal Trail/Westover Rectangular Rapid Flashing Beacons (RRFB) Installation CIP Project to the Pleasant Hill Pedestrian Crossing Enhancements Project.
BE IT FURTHER RESOLVED, that the City Council of the City of Pleasant Hill authorizes the transfer of $166,000 from Measure K Bicycle and Pedestrian funds to the Pleasant Hill Pedestrian Crossing Enhancements Project.
