DISCUSSION
Background
The City generally operates on a two-year (biennial) budget. Every other year, at the beginning of the budget cycle, the City Council holds a special meeting, the “Goals Workshop,” to review achievements from the previous fiscal year and to set goals for the next two fiscal years. At the March 2024 Goals Workshop, staff presented goal-related achievements and received direction from the City Council to update the Council’s goals for FY 2024/25 and FY 2025/26. The five goals are below, with the objectives and related achievements for each goal outlined in the attachment:
Fiscal Year 2024/25 and 2025/26 Goals:
1. A City that is safe.
2. A City that is financially sound.
3. A City that is attractive, well-planned, and well-maintained.
4. A City that provides a high quality of life and a small-town atmosphere for its residents.
5. A City that provides efficient and effective public services.
Analysis
Staff has prepared the attached report summarizing the City’s major FY 2024/25 and FY 2025/26 goal-related achievements for the City Council’s review and is requesting the Council’s FY 2026/27 and FY 2027/28 Goals.
FISCAL IMPACT
There is no fiscal impact directly related to Council action of reviewing achievements and adopting revised goals. The goals will provide guidance to staff and the Council during the budget development process.
