CITY COUNCIL STAFF REPORT
Meeting Date: February 23, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT ORDINANCE NO. ___ AMENDING THE COMPOSITION OF THE
CITY OF PLEASANT HILL CIVIC ACTION COMMISSION
SYNOPSIS
The City Council is requested to adopt the proposed resolution to amend Pleasant Hill Municipal Code Section 3.25.010, establishing the Civic Action Commission, allowing the composition of the commission to expand from nine to eleven members. The expansion would still require at least nine of the members be Pleasant Hill residents, with up to two members allowed to be businesspersons, with a business in Pleasant Hill, who are nonresidents or persons living outside the corporate limits but within the city’s sphere of influence.
DISCUSSION
Background
The Civic Action Committee was originally created on January 3, 1978. It was later changed to the Civic Action Commission. Originally, the commission was designed to have seven members.
At its May 21, 2012, meeting, the City Council adopted a resolution amending the composition of the commission from seven to nine.
Since that time, with the exception of during the pandemic, the Civic Action Commission has continually worked to improve, evolve, and expand its programs. In the past five years, some of these improvements have led to the addition of family activities during the summer concerts, additional project and programs around Community Service Day, and the addition of programs like the Santa Letter Writing program and Holiday Decor contest. At the same time, the commission is working to increase its presence in the community by engaging in such activities as participating the July 4 parade, and tabling at events such as Juneteenth, the Haunted Trail, and the upcoming Earth Day event.
Analysis
The efforts by the commission to continually improve upon its programming, as well as add new and different programs, have necessitated, in the CAC’s view, an expansion to its membership.
Including two more members would enable the commission to continue to provide high quality programs and events for the community, while giving CAC members the resources required to continue to evolve.
FISCAL IMPACT
There is no direct financial impact as a result of adopting the resolution.
PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
