SYNOPSIS
The Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive) No. 02-23 constructed "complete streets" enhancements along Contra Costa Boulevard (CCB), between Viking Drive and Harriet Drive to improve access and safety for pedestrians, bicyclists, transit riders, and vehicles along the Project corridor. The contractor, Redgwick Construction Company, has completed all the work to the City’s satisfaction and is requesting final payment for the completed work.

The purpose of this item is to consider the acceptance of the Contra Costa Boulevard Improvement Project (Viking Drive to Harriet Drive) Project No. 02-23 as complete and to authorize the issuance of a Notice of Completion.

DISCUSSION
Background
On April 15, 2024, the City Council adopted Resolution No. 25-24, which awarded the construction contract to Redgwick Construction Company, in the amount of $7,021,589.64, which includes a $6,204,897.00 base bid, Alternative Bid Item 2 for $72,105.00 and a 12% contingency of the base bid in the amount of $744,587.64.

The CCB Improvement Project No. 02-23, was identified in the approved FY 2024-2029 Capital Improvement Plan as a funded project. It provided for “complete streets” enhancements along CCB between Viking Drive and Harriet Drive. Key project elements include modifications to the traffic signals and intersection geometry at CCB and Taylor Boulevard, a new traffic signal at CCB and Alan Drive, ADA upgrades, traffic striping modifications, bicycle lanes, median reconfiguration, LED street lighting, and drought-tolerant landscaping. These enhancements greatly improved access and safety for pedestrians, bicyclists, and transit users along the CCB project corridor.

A portion of the public improvements at the intersection of Contra Costa Boulevard and Sun Valley Boulevard were within the City of Concord’s right-of-way, and due to the City of Concord’s benefit received from the new traffic signal and intersection modifications being constructed by the project, Concord agreed to pay their “fair share cost” of $440,000.00, for the base bid work within the City of Concord limits. A formal agreement between the City of Concord and the City of Pleasant Hill was finalized, and the City of Concord has reimbursed the City of Pleasant Hill for the work.

The contract documents did not originally identify a new resurfacing treatment as part of the project scope.

During construction staff identified serious deficiencies in the existing asphalt, indicating a rapid deterioration of the roadway. New striping along the project corridor included new bike lanes, green bike markings as well as high visibility crosswalks at the Contra Costa Boulevard/Taylor Boulevard intersection and staff recommended the project limits be resurfaced prior to installing the new roadway striping to maximize the City’s resources and ensure the integrity of the roadway and new striping.

On February 3, 2025, the City Council adopted Resolution No. 7-25, approving the resurfacing within the project limits of the CCB Improvement Project, (Viking Drive to Harriet Drive). An appropriation of $1,233,865.00 was authorized from available Street Resurfacing Program funds to the CCB Improvement Project and a change order was issued to Redgwick Construction Company, bringing the total approved project funds to $8,255,454.64. The work was completed in June 2025.

A portion of this change order work on Willow Pass Road (between Contra Costa Boulevard and Santa Monica Drive) is within the City of Concord’s right-of-way. Staff renegotiated the existing agreement to include an additional $140,000.00 for the resurfacing within the City of Concord’s right-of-way. The existing agreement with the City of Concord was amended to include these costs.

Staff identified necessary manhole and valve adjustments within the project limits and notified Central Contra Costa Sanitary District (CCCSD) and Contra Costa Water District (CCWD) of the need to complete the work in conjunction with the resurfacing work being performed with this project. Both CCCSD and CCWD requested that Redgwick perform these utility adjustments and agreed to reimburse the City for the cost of the work. The estimated amount of the combined utility reimbursement is $37,700.00.

Project highlights included:
 Traffic signal modification at CCB and Taylor Boulevard  Traffic Signal Modification at CCB and Alan Drive
 Remove and replace 18 median streetlights between Harriet Drive and Viking Drive  1,400 tons of Hot Mix Asphalt overlay
 Installed 22 new ADA compliant curb ramps
 Installed 13,500 square feet of new sidewalk
 Repaired 3,466 linear feet of median curb
 Updated thermoplastic pavement markings, reflectors and striping per the Bicycle and Pedestrian Master Plan
 Installed CCCSD recycled water line for irrigation
 Rain gauge for irrigation control
 Installed C3.j stormwater management system on the southeast corner of CCB and Taylor Boulevard
Analysis
The CCB Improvement Project is now complete to the satisfaction of the City in accordance with the construction plans and specifications. Project construction began on July 1, 2024, and was substantially completed by December 30, 2025. Final punch list items, including the required landscape maintenance, were completed in January 2026, within the time allotted to the contractor.

The cost of construction (including change orders) is $7,985,694.03, which is under the City Council approved project budget of $8,255,454.64 (3.3%). Change order work totaling $1,418,445.72 included:
 $1,226,093.00 Asphalt repairs and resurfacing within the project limits  $34,724.64 Negotiated change order costs due to PGE schedule conflicts  $53,826.00 Bioretention area at the Southwest corner of CCB and Taylor  $86,743.00 3 ADA curb ramps at Ruth Drive and Taylor Boulevard  $17,059.08 Minor miscellaneous change orders, including concrete and irrigation repairs
The City is retaining $399,284.77 (5% of the construction amount) from Redgwick Construction Company to ensure that all subcontractors and suppliers are paid. The procedure for releasing these monies is for the City Council to formally accept the work and authorize issuance and recordation of a Notice of Completion. If there are no claims filed within 35 days of recording the notice, then payment of the retained amount is made to the contractor. After project acceptance, the City will have a one-year maintenance period with the contractor to address any problems that occur in that time frame. New shrubs have a one-year plant establishment period, and new trees have a twoyear tree establishment period.

On May 6, 2024, the City Council adopted Resolution No. 27-24, approving a contract with a construction management firm, Park Engineering, Inc. Park Engineering provided a Resident Engineer (RE), an Inspector, and any needed Material Testing. The RE was responsible for project coordination, documentation, and reporting and ensuring construction work stayed on schedule.

The Construction Inspector oversaw the daily operations, and ensured Redgwick’s adherence to the plans and specifications, contractor and public safety, daily reporting, and coordination with the RE and engineering staff. Material testing services were provided for specialty inspections that require equipment or testing beyond what a general construction inspector can perform. The original contract with Park Engineering was in the amount of $400,000; however, due to unexpected utility delays and change orders, there were additional construction management costs in the amount of $77,954.44. The increase in Park Engineering’s construction management costs was not included in the authorized budget. Staff is requesting costs be funded from available project funds.

FISCAL IMPACT
The total project construction cost is $7,985,694.03. The project is funded by $4,792,000 in CCTA grant funds; $778,050 in SB1 funds; $600,000 in Unified Lighting District Funds; $136,139 in Traffic Impact Funds; $118,355 in Traffic Congestion Relief Funds; $943,450.03 in Measure K funds; a $580,000 reimbursement from the City of Concord; and $37,700 in reimbursements from CCCSD and CCWD. The Engineering Division has confirmed with the Finance Division that monies are available to pay for the remaining project retention.

PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
