A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH SCI CONSULTING GROUP FOR ASSESSMENT ENGINEERING SERVICES FOR A PROPOSED RATE INCREASE FOR ASSESSMENT DISTRICT 20 WHEREAS, on August 1, 1988, by Resolution No. 75-88, the City Council of the City of Pleasant Hill ordered the formation of and levied the first assessment within Assessment District No. 20, City of Pleasant Hill, Contra Costa County, State of California (the "District"), pursuant to the provisions of the Landscape and Lighting Act of 1972 (commencing at Section 22500 of the California Streets and Highways Code herein referred to as "the Act"); and WHEREAS, Assessment District 20 was amended in 1999 by creating a new zone (Zone 6) that includes the Downtown area; and
WHEREAS, Section 22620 et seq., of the Act provides for the levy of annual assessments after the formation of the District; and
WHEREAS, SCI Consulting Group is designated as Engineer of Work for purposes of the work within the Districts; and
WHEREAS, the annual maintenance and servicing costs have increased while the assessment rates for AD20 have remained relatively unchanged, and the City Council is initiating a Proposition 218 vote based on the requirements of the 1972 Act and Proposition 218.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Pleasant Hill authorizes the City Manager to execute the Professional Services Agreement (Exhibit A) with SCI Consulting Group for assessment engineering services for Assessment District 20 in an amount not to exceed $81,892.
