SUBJECT: Approve Letter of Support for AB 1708 (Solache) HHAP Pathways for Cities Act __________________________________________________________________________________________________ Assemblymember José Luis Solache has introduced AB 1708, the HHAP Pathways for Cities Act, which would create a new way for small and medium-sized cities, like Pleasant Hill, to access the state's Homeless Housing, Assistance, and Prevention (HHAP) Grant Program.
In mid-February, Cal Cities issued a statewide “Action Alert” message to its members, including Pleasant Hill, urging letters of support for this Cal Cities-sponsored legislation that provides a consistent pathway for all cities to access state homelessness funding.
Most cities cannot access HHAP funding directly and cite inconsistent state funding as a major barrier to reducing homelessness. AB 1708 seeks to address these discrepancies, as noted in the letter of support.
