SUBJECT: Approve letter of support for AB 1761 (Rogers) - Rate calculation methodology and data disclosure
Assemblymember Chris Rogers has proposed legislation, AB 1761, to support energy affordability through improved transparency and certainty around the calculation of the Power Charge Indifference Adjustment (PCIA), a charge found on nearly all energy bills. AB 1761 ensures that parties proposing any changes to the PCIA provide all the data that informs their proposals.
In 2021, the City of Pleasant Hill joined Marin Clean Energy (MCE) to offer residents and business additional energy choices and cleaner electricity options, and Councilmember Szakats serves as the City’s representative on the MCE Board. The PCIA directly affects Pleasant Hill’s MCE rate-paying customers. Greater transparency required under this legislation allows advocates and providers, like MCE, to better advocate for their customers and assess proposals seeking changes to the PCIA The letter of support for AB 1761 for the City Council’s consideration accompanies this memo.
