A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL ADOPTING AN ADDENDUM TO THE CERTIFIED 2040 GENERAL PLAN EIR AND

ADOPTING THE CITY OF PLEASANT HILL CLIMATE ACTION PLAN
WHEREAS, the City has prepared a draft Climate Action Plan which includes goals, strategies, and actions to meet targets set by Senate Bill 32 (SB32) to reduce GHG emissions by 40 percent below the 1990 levels by 2030 and Assembly Bill 1279 (AB1279) that requires achieving carbon neutrality by 2045; and
WHEREAS, on May 18, 2023, the City Council adopted the 2040 General Plan and associated Programmatic Final Environmental Impact Report (EIR) (State Clearinghouse No. 2022070095). The adoption of a Climate Action Plan (Environmental Element, Program Q) satisfies mitigation measure GHG-2 of the General Plan EIR ; and WHEREAS, the 2040 General Plan, Environmental Element Program Q, requires the City to adopt a Climate Action Plan which includes targets that reflect those set by SB 32 to reduce GHG emissions by 40 percent below the 1990 levels by 2030 and AB 1279 to achieve carbon neutrality by 2045; and
WHEREAS, The City has prepared an Addendum to the certified 2040 General Plan Programmatic Final Environmental Impact Report (EIR) (State Clearinghouse No. 2022070095) for the project. The addendum demonstrates that the CAP would not generate any new or greater impacts beyond what was analyzed in the GP EIR. Additionally, pursuant to the California Environmental Quality Act (CEQA) Guidelines Sections 15162 and 15163, no subsequent or supplemental EIR or Negative Declaration is required for a later project that is with the scope of the Programmatic EIR; and
WHEREAS, the public review draft of the Climate Action Plan was posted on the project’s website (www.phillca.gov/CAP2025) on December 19, 2025 for public review and comment; and WHEREAS, after notice thereof having been duly noticed, a public hearing was held by the Planning Commission on February 10, 2026, regarding the proposed Climate Action Plan, at which time all interested parties were invited to provide comments on the proposed plan; and WHEREAS, on February 10, 2026, the Planning Commission adopted Resolution No. 03- 26 finding the Climate Action Plan consistent with the 2040 General Plan; and WHEREAS, a notice of the City Council’s April 6, 2026 public hearing to adopt an Addendum to the certified 2040 General Plan, and to adopt the City of Pleasant Hill’s Climate Action Plan, was published in the Contra Costa Times Newspaper on March 6, 2026 and March 27, 2026, on the City’s electronic sign, A-Frames at the Police Station and Pleasant Hill Library, respectively, and notices of the meeting have also been posted on the City website and project’s website (www.phillca.gov/CAP2025), and at the Pleasant Hill Senior Center. Finally, notification was emailed to all interested parties who have signed up via the website or attended workshops (approximately 100 people); and
WHEREAS, the City Council reviewed the Climate Action Plan at its regularly scheduled meeting of April 6, 2026, where all persons interested therein had an opportunity to appear and be heard.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Pleasant Hill:

SECTION 1. The above recitals are true and correct and incorporated herein by reference.

SECTION 2. the City Council finds that it has been presented with the Addendum together with the 2040 GP EIR, which it has reviewed and considered.

SECTION 3. The City Council finds that an Addendum to the certified 2040 General Plan Programmatic Final Environmental Impact Report (EIR) (State Clearinghouse No. 2022070095) is the appropriate environmental documentation under CEQA for the Proposed Project on the basis of substantial evidence in light of the whole record that (1) there are no substantial changes proposed in the project which will require major revisions of the previous EIR due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects; (2) no substantial changes occurred with respect to the circumstances under which the project was undertaken which will require major revisions of the previous EIR due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effect; and (3) no new information of substantial importance, which was not known and could not have been known with the exercise of reasonable diligence at the time the previous EIR was certified shows any of the following: (A) that the project will have one or more significant effects not discussed in the previous EIR, (B) significant effects previously examined will be substantially more severe than shown in the previous EIR, (C) mitigation measures or alternatives previously found not to be feasible would in fact be feasible, and would substantially reduce one or more significant effects of the project, but the project proponents decline to adopt the mitigation measure or alternative, or (D) mitigation measures or alternatives which are considerably different from those analyzed in the previous EIR would substantially reduce one or more significant effects on the environment, but the project proponents decline to adopt the mitigation measure or alternative. Therefore, pursuant to the California Environmental Quality Act (CEQA) Guidelines Sections 15162 and 15163, no subsequent or supplemental EIR or is required.; and
SECTION 4. The City Council further finds that an Addendum to the certified 2040 GP EIR is appropriate pursuant to CEQA Guidelines Section 15164 because only minor technical changes or additions are necessary, but none of the conditions described in in Section 15162 calling for preparation of a subsequent EIR have occurred SECTION 5. Based upon the entire record before it, including the EIR, Addendum, and all written and oral evidence presented, the City Council hereby adopts the Addendum.

SECTION 6. Based upon the entire record before it, including the EIR, Addendum, all written and oral evidence presented, the City Council hereby adopts the Climate Action Plan.
