NOTICE IS HEREBY GIVEN by the City of Pleasant Hill that the City Council will hold a public hearing to review a Public Review Draft of the City of Pleasant Hill’s Climate Action Plan (CAP) and consider adoption the proposed document. The Planning Commission recommended approval of the document on February 10, 2026.
The Public Review Draft of the City of Pleasant Hill’s 2025 Climate Action Plan (CAP) is available for public review on the project website, www.phillca.gov/CAP2025.

The recently adopted Pleasant Hill General Plan 2040 included a mitigation measure for the City to prepare a Climate Action Plan. The proposed plan outlines strategies for the City to reduce greenhouse gas emissions and other climate adaptation measures. The CAP includes goals, strategies, and actions to meet targets set by Senate Bill 32 (SB32) to reduce GHG emissions by 40 percent below the 1990 levels by 2030 and Assembly Bill 1279 (AB1279) that requires achieving carbon neutrality by 2045.
The City has prepared an Addendum to the certified 2040 General Plan Programmatic Final Environmental Impact Report (EIR) (State Clearinghouse No. 2022070095) for the project. Additionally, pursuant to the California Environmental Quality Act (CEQA) Guidelines Sections 15162 and 15163, no subsequent or supplemental EIR or Negative Declaration is required for a later project that is with the scope of the Programmatic EIR. Therefore, the City finds that an Addendum to the certified 2040 General Plan Final EIR is the appropriate environmental documentation under CEQA for the Proposed Project.
The PUBLIC HEARING will be held by the CITY COUNCIL starting at 7:00 p.m. on MONDAY, April 6, 2026, in the CITY COUNCIL CHAMBERS, City Hall, at 100 Gregory Lane, Pleasant Hill. Interested persons will be heard at this time at the meeting. More information on how to participate, including providing live comments during the meeting, will be provided on the posted City Council Agenda.
NOTICE IS ALSO GIVEN pursuant to Government Code Section 65009(B) that, if this matter is subsequently challenged in Court by you or others, you may be limited to raising only those issues you or someone else has raised at a Public Hearing described in this notice or in written correspondence delivered to the City of Pleasant Hill at, or prior to, the Public Hearing.
