CITY COUNCIL STAFF REPORT
Meeting Date: April 20, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: PUBLIC HEARING AND ADOPT ORDINANCE NO. __, ACCESSORY

DWELLING UNIT ORDINANCE (ADU & JADU) AMENDMENT

SYNOPSIS
An amendment to the Accessory Dwelling Unit Ordinance, Section 18.15.050 of the Pleasant Hill Municipal Code, will codify provisions that were implemented as part of an Urgency Ordinance that was adopted by the City Council in December 2025 in response to recent changes to State law that impose new limits on local authority to regulate Accessory Dwelling Units (“ADUs”) and Junior Accessory Dwelling Units (“JADUs”), as well as additional revisions clarifying applicability of deed restrictions and the size of certain setbacks that were not included in the Urgency Ordinance. The first reading of this item took place at the April 6, 2026, City Council meeting; the item is now presented for a second reading and City Council’s consideration of adoption.

These additional modifications are included in the proposed ordinance (Attachment A).

Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
