A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
DESIGNATING CITY OFFICIALS AND EMPLOYEES REQUIRED TO RECEIVE FISCAL AND FINANCIAL TRAINING AS PROVIDED IN GOVERNMENT CODE SECTION 53238 WHEREAS, Senate Bill 827 ("SB 827"), adopted in 2025 and now codified in Government Code Section 53238, requires local agency officials to receive specified training; and WHEREAS, Government Code Section 53238 defines "Local agency official" as any member of a local agency legislative body or any elected officer of a local agency; any official who is appointed by the governing body who, as part of their official duties, makes decisions or recommendations regarding financial administration, budgeting, or the use of public resources; a local agency executive, or other similar administrative officer of a local agency or any employee designated by a local agency governing body to receive the training; and WHEREAS, by statute, the City Council, members of the Architectural Review Commission, Planning Commission, and Diablo Vista Water System Board are required to receive the required training; and
WHEREAS, the City Council designates the Transactions and Use Tax Oversight Committee ("Measure K Oversight Committee") to receive SB 827 training; and WHEREAS, the City Council believes it to be beneficial for all City Commissioners to receive training under the statute; and
WHEREAS, the City Council wants to ensure all staff liaisons, whether to commissions, committees or boards, receive SB 827 training and provide authority to the City Manager to designate additional members of City staff to receive the training, if desired.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Pleasant Hill that in addition to the City Council, department heads, administrative officers, members of the Architectural Review Commission, Planning Commission, and Diablo Vista Water System Board who are required to receive financial training by statute, and the members of the Transactions and Use Tax Oversight Committee who are required to receive training by City Council resolution, the following are designated to receive required training as provided by statute:
1. All City of Pleasant Hill Commissioners; and
2. Each employee assigned as staff liaison to any City commission, committee or board; and
3. Department heads and similar administrative officers; and
4. The City Manager and City Attorney; and
5. Any City employee designated by the City Manager to receive training; BE IT FURTHER RESOLVED that:
1. City Commissioners appointed as of January 1, 2026, shall be notified of the requirement and receive SB 827 compliant training within 90 days of adoption of this resolution, and every two years thereafter, as required by statute; and
2. Each employee assigned as of January 1, 2026, as a staff liaison to a City commission, committee or board, or upon designation by the City Manager shall be notified of the requirement and receive SB 827 compliant training within 90 days of adoption of this resolution (or if not currently employed or assigned, within 60 days of hire and/or assignment to staff liaison or designation by the City Manager) and then every two years thereafter, as required by statute; and
3. The City Attorney and City Manager shall be notified of the requirement and receive SB 827 compliant training within 90 days of adoption of this resolution, and then every two years thereafter as required by statute.
ADOPTED by the City Council of the City of Pleasant Hill at a regular meeting held on the 20th day of April, 2026, by the following vote:
