RESOLUTION NO. __ -26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH IMPERIAL MAINTENANCE SERVICES, INC.
WHEREAS, the City of Pleasant Hill (“City”) has a need for janitorial services at various City facilities; and
WHEREAS, Section 5.10.090 of the Pleasant Hill Municipal Code requires that general services, including janitorial services, be procured through a competitive process when the cost exceeds $50,000, and that award be made in connection to the bidder representing the best value to the City considering the following factors: contractor’s ability, skill; ability to perform within the time required; character, integrity, reputation, judgment, experience and efficiency; quality of contractor’s performance on previous purchases or contracts; and the ability of the contractor to provide future maintenance, repair, parts and services, if necessary; and WHEREAS, the janitorial services required by the City involve access to secure and sensitive areas, including City Hall, the Public Services Center, the Police Department, and the Pleasant Hill Library, such that factors other than price must be considered in determining best value; and
WHEREAS, City staff recommends that the janitorial services contract be awarded to the bid received from Imperial Maintenance Services Inc. (“Imperial”) on the basis of City staff’s analysis and conclusion that Imperial is the superior bidder based on, “ability, capacity or skill; ability to perform within the time required; character, integrity, reputation, judgment, experience and efficiency; quality of contractor’s performance on previous purchases or contracts, if applicable; and the ability of the contractor to provide future maintenance, repair, parts and services, if necessary”, and that such factors significantly outweigh any value of the cost savings that would be associated with the other bidders’ bids; and WHEREAS, Imperial has submitted a proposal to the Public Works Department, which is complete and acceptable.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pleasant Hill Authorizes the City Manager to execute a General Services Agreement (Exhibit 1) with Imperial Maintenance Services Inc. for janitorial services at City Hall, the Public Services Center, the Police Department, and the Library in an amount not to exceed $194,400.72 ($16,200.06 per month), consistent with Imperial’s bid.
