A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH RSG, INC. FOR FINANCIAL AND ADMINISTRATIVE SERVICES
FOR THE REDEVELOPMENT SUCCESSOR AGENCY
WHEREAS, the City’s current professional services agreement with RSG, Inc. for financial analysis related to the Pleasant Hill Housing Redevelopment Successor Agency (“RSA”) ends on June 30, 2026; and
WHEREAS, the City requested a proposal from RSG, Inc.to complete various tasks related to responsibilities of the Redevelopment Successor Agency including monitoring, preparing of the Annual Housing Report and other housing-related tasks deemed necessary from the City; and WHEREAS, RSG, Inc submitted a complete and acceptable proposal to continue to provide financial analysis, reporting, and administrative support to the RSA for three fiscal years, 2026/27 through 2028/29, at a cost not to exceed $75,000 for the three-year term, as described in the attached agreement; and
WHEREAS, the City as Successor Agency receives $250,000 of property tax annually from the Contra Costa County Auditor-Controller and California Department of Finance to cover the Successor Agency’s administrative expenses, such as staff time and professional services agreements.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Pleasant Hill authorizes the City Manager to execute the Professional Services Agreement, attached as Exhibit 1, for housing consulting services with RSG, Inc. in an amount not to exceed $75,000 (Exhibit 2), over a three-year period covering fiscal years 2026/27 through 2028/29.
