SUCCESSOR AGENCY CONSULTING SERVICES FY 2026-27 THROUGH 2028-29 Dear Messrs. Bindernagel, Cheung, and Fujimoto:

RSG is pleased to submit a proposed work program for the next three fiscal years to provide the City of Pleasant Hill and its Successor Agency continued services to wind-down the former redevelopment agency. RSG has worked with Pleasant Hill since 2015 and our current threeyear contract expires on June 30, 2026.

RSG began as one of the most recognized experts in California redevelopment until its dissolution in 2012. Today, RSG remains a leader working with successor agencies on redevelopment dissolution. We currently work for nearly 30 successor agencies in California, which we believe is the most of any professional firm. More information may be found at https://rsgsolutions.com/.

Our role would be to provide technical, management, and administrative services to enable staff to respond to ongoing reporting requirements, comply with the Dissolution Act, conduct financial and strategic planning, and assist with other services related to the dissolution of the former redevelopment agency. The proposed scope of work and fee proposal are as follows:

SCOPE OF WORK

1. Preparation of three annual Prior Period Adjustment (“PPA”) due on October 1 annually, beginning with PPA for FY 2024-25 due October 1, 2026.

2. Preparation of three annual Recognized Obligation Payment Schedules (“ROPS”) (due February 1 of each year) beginning with ROPS 2027-28 due February 1, 2027, and transmittal to staff, the Oversight Board, and finally the Department of Finance, including a review and analysis on suggested next steps.

3. Respond to technical and factual inquiries from staff, the Oversight Board, the Department of Finance, and the County Auditor-Controller.

4. Computation and assistance with RPTTF (reimbursement) payments to DPH Noteholder LLC (Downtown Pleasant Hill), Beaufort Partners LP (Kohl’s), and PH Holdings (Friedman’s).
