CITY COUNCIL STAFF REPORT
Meeting Date: June 15, 2026
TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. __-26 ADOPTING A REVISED SCHEDULE
PERTAINING TO PENALTIES FOR PARKING VIOLATIONS
SYNOPSIS
The purpose of this item is to adopt a revised schedule pertaining to penalties for parking violations.
DISCUSSION
Background
Parking citations serve as a vital mechanism for ensuring adherence to laws and ordinances governing parking, vehicle mechanics, and registration. Such compliance enhances traffic safety, improves accessibility, and supports the maintenance of clean and orderly roadways throughout the community. California Vehicle Code section 40203.5(a) requires the City Council to establish penalties for parking violations. The penalties for parking violations were last updated in 2006.
Analysis
Police staff conducted a review of parking fines charged in adjoining cities, including Walnut Creek, Concord, and Martinez, and also considered the increase in the Consumer Price Index for All Urban Consumers between 2006 and 2026. Based on that review, Police staff recommends revisions that increase the fine for most violations by $15, from $35 to $50. A complete list of the proposed parking violation fines is included in Attachment A.
FISCAL IMPACT
The proposed action has the potential to generate additional revenue; however, the primary purpose of the proposed revisions is to promote and enhance public safety and accessibility, improve compliance, and deter future violations.
PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
RECOMMENDED CITY COUNCIL ACTION
Move to adopt the proposed resolution adopting a revised schedule of penalties for parking violations payments, effective July 1, 2026.
