A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
ADOPTING A POLICY CONCERNING DISRUPTION OF REMOTE PARTICIPATION
DURING A CITY COUNCIL MEETING
WHEREAS, Recent amendments to the Ralph M. Brown Act (California Government Code Sections 54950 – 54963) through SB 707, require qualified legislative bodies to offer hybrid meetings through a two-way phone or video platform; and WHEREAS, Government Code Section 54953.8(b)(3) requires the City Council to formally adopt a policy on or before July 1, 2026, that establishes the procedure for recessing and reconvening a meeting in the event of disruption of remote participation and the efforts the City Council and staff shall make to attempt to restore the service.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Pleasant Hill that, a policy entitled Disruption of Remote Participation During a City Council Meeting is hereby adopted as follows:
In the event of disruption in two-way remote participation that prevents members of the public from remotely attending or observing a City Council meeting, the City Council shall recess for no less that one hour, during which time staff shall make good faith efforts to restore service.
Following such efforts, the City Council shall adopt, by a roll-call vote, a formal finding affirming that reasonable efforts were made to resolve the disruption and that resuming the meeting serves the public interest more than further delaying the meeting to seek a resolution to the disruption.
ADOPTED by the City Council of the City of Pleasant Hill at a regular meeting held on the 15th day of June, 2026, by the following vote:
