A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANT HILL
AUTHORIZING THE CITY MANAGER TO EXECUTE A THIRD AMENDMENT TO THE
PROFESSIONAL SERVICES AGREEMENT WITH MINTIER HARNISH FOR PLANNING
AND ENVIRONMENTAL SERVICES FOR THE UPDATE OF THE CITY OF PLEASANT
HILL GENERAL PLAN, HOUSING ELEMENT, AND ZONING ORDINANCE
AMENDMENT
WHEREAS, the City has already completed a comprehensive update of the General Plan and Housing Element, including associated CEQA provisions, and a comprehensive update to the Zoning Ordinance and update to the Zoning Map; and
WHEREAS, the City approved an initial agreement with Mintier Harnish for Planning and Environmental Services to update the City of Pleasant Hill General Plan, Zoning Ordinance Amendment, and necessary environmental review; and
WHEREAS, the City approved an amended Agreement with Mintier Harnish for Planning and Environmental Services to include the completion of the 2023-2031 Housing Element due to additional tasks and extensive work related to multiple revisions and submittals to the State of California required to achieve State certification of the 2023-2031 Housing Element; and
WEHREAS, the City approved a second amendment to the Agreement with Mintier Harnish for Planning and Environmental Services to include the completion of the comprehensive Zoning Ordinance Amendment and to address mapping issues that were uncovered as part of the associated Zoning Map update; and WHEREAS, the City wishes to amend the Agreement a third time to evaluate potential additional modifications to the General Plan designations for four areas within the City, as directed by the City Council at the March 16, 2026 Study Session; and WHEREAS, Mintier Harnish has submitted a proposal to the City of Pleasant Hill, which is complete and acceptable;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Pleasant Hill authorizes the City Manager to execute a third amendment to the existing Professional Services Agreement with Mintier Harnish, attached as Exhibit A for planning consulting services for the evaluation of potential additional modifications to the General Plan designations in an amount not to exceed $20,047 for a total contract amount not to exceed $1,333,932.
